That's why Lisa Hilbich, Miesbach's SPD local chairwoman, requested a change of course at the citizens' meeting.

The city council should therefore only allocate commercial and core area properties under leasehold building rights.

The result would be that the city would retain ownership of the land and would be able to collect annual ground rent for it.

Until now, depending on the situation, decisions were made as to whether a sale or an award under leasehold was feasible and sensible.

The new residential development area Am Gschwendt was awarded to the state property developer Bayernheim as part of a long-term lease (we reported).

Paul Fertl (SPD) underlined his party colleague's initiative and referred to the city's ongoing performance, which is currently the problem when drawing up the budget.

However, the rental income could strengthen the administrative budget.

“And we need improvements in the administrative budget,” emphasized Fertl.

This is how a municipality's debt service is met.

From Fertl's point of view, land sales do not improve Miesbach's situation, as this income is recorded in the asset budget.

Be careful with commercial spaces

However, Fertl's parliamentary group colleague Florian Perkmann warned against this when selling commercial space.

Otherwise it could happen that an anti-business atmosphere arises.

It therefore makes sense to forego a fundamental decision.

Erhard Pohl (CSU) also thought this made sense: “It's not the case that we are fundamentally foregoing building rights.” But low lease income would not help the city move forward either.

“The ground rent must be higher than the interest burden in order to make sense,” added Stefan Griesbeck (CSU).

“Then it relieves the administrative budget.” There is also the risk of companies going bankrupt.

Second Mayor Astrid Güldner (Greens) saw the issue as differentiated.

Leasehold building rights make sense when it comes to housing, but when it comes to business, the result could easily be that a property becomes fallow because of the remaining term.

However, she advocated regularly examining the possibilities of a long-term lease.

Her parliamentary group colleague Manfred Burger agreed: “You should check this regularly.

Then there is a justification, and leasehold building rights often come out.” Florian Ruml (Free List) also supported this: “Leasehold building rights are more sustainable, but we should not commit ourselves to a fundamental decision.” However, it is clear that land will remain expensive .
