In the course of the budget dispute, the federal government suspended funding programs from KfW and BAFA.
Now these should start again.
This is what it looks like in detail.
Berlin – In December 2023, the traffic light coalition stopped applications for various funding.
There were several reasons for this.
In some cases it was no longer clear where the funding would come from since the Federal Constitutional Court's ruling triggered the budget dispute.
In other cases, however, such as some KfW funding, the funds were simply used up.

Traffic light agrees on federal budget – funding stop falls
Now the federal government has released this “emergency line” again.
As before, consumers and entrepreneurs can apply for funding from the federal government for various climate protection measures.
This includes, among other things, energy advice, renovations or the conversion of heating networks.

Why is this happening again now?
After the traffic light coalition has agreed on the federal budget for 2024, it is once again clear which funding comes from which pot.
Both new funding applications received and existing ones that were only on hold can now be approved again.
“The agreement on the federal budget is extremely important for all homeowners,” the newspaper quoted Justus Menten, managing director of the energy consulting company Enter.
Property owners could “finally” plan reliably again.
KfW funding – applications possible from February 27th
Optimistic tones also came from KfW Bank.
“Following the adoption of the 2024 federal budget by the German Bundestag and the Bundesrat last week, we are expecting the order letters from the respective federal ministries for the programs to be reopened in the coming weeks,” said a spokesman for the bank in response to an

This includes, for example, the 'Climate-Friendly New Building' program.
“We assume that we will be able to gradually resume funding from around mid-February,” the spokesman continued.
This is what KfW’s funding for energy-efficient renovation looks like:
Up to 120,000 euros in credit per residential unit
in addition to the grant funding already awarded
Additional interest rate advantage for household annual income of up to 90,000 euros
KfW also supports the installation of climate-friendly heating.
Citizens have been able to register since February 1st, and applications should be possible from February 27th.

However, there are also programs whose funding remains on hold.
Upon request, the bank mentioned the energetic urban renovation program.
The bank is in discussions with the Federal Ministry for Economic Affairs and Climate Protection (BMWK) regarding the further development of credit support for municipal investments.

The KfW Bank promotes the installation of climate-friendly heating as follows:
Grant up to 23,500 euros
for the purchase and installation of a new, climate-friendly heating system
for owners of owner-occupied single-family homes
BAFA funding starts again
The Federal Office of Economics and Export Control (BAFA) offers a whole range of different sustainable funding.
For example, this includes energy advice, federal funding for energy-efficient buildings and the energy cost containment program.
The state covers 80 percent of the costs for energy advice for residential and non-residential buildings.
The federal funding for efficient buildings (BEG), on the other hand, was not affected by the funding stop - it provides funding for the renovation of buildings that permanently save energy costs and thus protect the climate.
The renovation measures include insulation work on the roof and walls or the replacement of outdated doors and windows.
BAFA also subsidizes the development of an individual renovation roadmap.
There is an upper limit of 1,300 euros in funding for one- and two-family houses; for buildings with three or more residential units it is 1,700 euros.
Depending on the energy consultant's service, a correspondingly high cost cap applies to non-residential buildings.

When asked which programs were specifically affected and when citizens can submit new applications, the BAFA had not yet responded.
