In November 2022, the HLM policeman published a vitriolic report on his management at the head of the public housing office (OPH) of Bobigny.
The National Social Housing Control Agency (Ancols) criticized Jonathan Berrebi, who chaired the OPH between 2014 and 2020 under the mandate of Stéphane de Paoli (UDI), of having made decisions going “against interests of the office and those of its tenants.
On September 25, Patrice Vergriete, then Minister Delegate for Housing, issued an “administrative sanction” order against him.
This measure prohibits him “from participating in the board of directors, supervisory board or executive board of a social housing organization for a period of ten years”, as demanded by Ancols.
The text has just been published in the Official Journal.
He specifies that Jonathan Berrebi did not provide “any new elements in his response dated February 6, 2023” written after the report.
Jonathan Berrebi believes he is paying for having been “overpresent”
Report according to which the former deputy mayor allegedly “constantly interfered in the management of the OPH (…) by intervening on multiple occasions in the execution of the office's contracts and more particularly during sub-contract approval procedures -contractors, role assigned to general management”.
Ancols cited for example “its intervention” in the sale of the Gaston Crespin residence, sold for 415,000 euros “while the estimate of the estates was 470,000 euros”.
The 53-page report made this damning observation: “The office is no longer able to carry out its public service mission due to an unsustainable financial situation and a skills deficit”.
Contacted, the former president of the OPH of Bobigny said he was not surprised by this decree, which according to him only confirmed the fact that he was “over-present” in his work.
The former elected official, who has since retired from local political life, does not plan to resume any function within a social landlord.
Between the end of 2020 and the beginning of 2021, the public office, whose presidency was taken over by the communists after their election as head of the city in 2020, filed at least seven complaints against Jonathan Berrebi for misappropriation of public property, forgery, use of forgery and fraud, offense of granting unjustified advantages and illegal taking of interests.
The person concerned filed a complaint for slanderous denunciation against the OPH and its successor, Mohamed Aïssani.
He claims today that he has not had any news of the procedures carried out against him, nor of those he has launched.
The Bobigny HLM office has since merged with several public landlords within Est Ensemble Habitat.
