Before the debate, Minister Silman sent an appeal to the Chairman of the Interior and Environmental Protection Committee in the Knesset, MK Yaakov Asher, demanding to balance the composition of the Planning Committee in the field of construction and to strengthen it with representatives of environmental organizations and local government.

In the end, the bill to change the composition of the planning institutions was approved by the committee, but it did not go to a second and third reading in the Knesset - due to discussions between the state camp and the coalition factions on the issue - who agreed that they would submit a revision to the law.

Silman's letter warns of the apparent current composition of the planning committees because she claims that this composition has the potential to damage the environment in Israel and thereby cause crying for generations.

According to her, "the proposed legislation now adds government representatives and contractor representatives, who are development-biased factors, to the planning committees, thus giving more significant weight to development interests - and this in relation to the weight of the interest that preserves open, agricultural areas, the natural environment and landscape."

"According to the law as amended, three development-oriented parties are added to the planning institutions - the representative of the Minister for the Development of the Negev, the Galilee and National Resilience (in all committees), the representative of the Contractors Union (to the National Council), and the representative of the Minister of Settlement and National Tasks (in the North and South District Committees). In order to maintain The proper balances in the planning institutions, we believe that it is necessary to add more members to the composition of the committees, those who represent non-governmental bodies and who are not development-oriented," she states.

The minister later requested: "We request that another representative be added that is not a governmental body - a representative of KKL-Junk or the social organizations... We also request that the representative of the Nature and Parks Authority be added to the composition of the HTL - so that the balance between governmental entities and non-governmental entities and between development-oriented entities is maintained and conservation-oriented bodies... I would emphasize that the most necessary changes are the addition of representatives of the Nature and Parks Authority to Tel Aviv and the district committees in the northern and southern districts, and I thank you for accepting these changes."

As mentioned, the chairman of the environmental lobby in the Knesset, MK Yorai Lahav Hartzno (Yesh Atid), who submitted many reservations against the current bill, reacted angrily to its current form and said that "the government is promoting an extreme and corrupt law that weakens the elements of the profession and academia and strengthens Strock and Ben Gvir. There is no If it has anything to do with the war, it's controversial, but that really doesn't stop the government from ignoring and running over the opposition and the public. It's like we're back to October 6."
