Highlights: Hybrid construction as a solution? Architects present plans for town hall and school in Pähl. The town hall needs more space due to growing administrative tasks, as does the school because of additional classes and all-day care. The rough cost estimate for this hybrid solution is 5.67 million euros gross, which does not take possible subsidies into account. The existing town hall would also be demolished from the edge of the school. The advantage of this solution: The school could have its own extension building on the site.

This feasibility study is out of line with a separate building for the town hall compared to the current administration and school complex.

This could save you the expensive interim solution for office containers.

Now things are moving.

Pähl town hall and school urgently need more space.

That's why the municipality commissioned feasibility studies from two renowned architectural firms.

Pähl

- Both offices had examined the current town hall in advance and independently came to the same conclusion: a sensible renovation of the nested and repeatedly rebuilt old building could not be realized due to the poor building structure.

“There is no other solution than to dissolve the long-standing marriage between town hall and school, tear down the town hall and build a new one!” This conclusion from architect Gregor Sunder-Plassmann, supported by photos, made sense not only to the mayor and local council, but also to the audience fully occupied parish and community center.

Most of them probably voted against a new town hall building elsewhere in the referendum almost two years ago, which was therefore stopped.

Nevertheless, according to the community, a new building is now inevitable, ideally in the center of the village directly next to the school.

Upper floor serves as an administrative level

The town hall needs more space due to growing administrative tasks, as does the school because of additional classes and all-day care.

The brief given to the architects by Mayor Simon Sörgel and the specially formed working group: A minimal solution for the town hall and school, but still sustainable and with options for expansion.

Bettina and Gregor Sunder-Plassmann from Utting were the first to present their study of the hybrid town hall and school building, connected by an intermediate building with a staircase and elevator.

As usual, access to the new town hall in the same location is barrier-free from the church square.

Close to the citizens, immediately to the left is the mayor's office with an adjoining meeting room.

On the right, the plan includes a reception area and four administrative offices.

The school on the same level with access from Kirchstrasse will have additional classrooms to the west.

The upper floor serves as an administrative level for both the school and, separately, for the town hall with four offices, a lounge and social rooms.

In the attic there is a spacious foyer and a hall for meetings or weddings, as well as reserve space for administration.

The basement would accommodate the registry, archives, building services and visitor toilets.

The rough cost estimate for this hybrid solution is 5.67 million euros gross, which does not take possible subsidies into account.

Installation of ten containers proposed

For the Sunder-Plassmann couple, this hybrid concept was a must, to which they added a voluntary option: the new town hall as a separate building opposite the current parking lot, whereby the number of current spaces would be retained.

The foyer and citizens' office on the ground floor would open onto Kirchstrasse.

The first floor serves as an administrative level with the mayor's office, meeting and lounge as well as five offices.

A meeting room is also possible in the attic.

The rough costs for this solution were estimated at 5.9 million euros, although funding was not yet included here.

The advantage of this solution: The school could have its own extension building on the site of the current town hall.

In addition, the two separate construction phases mean there is no need for expensive interim solutions with containers.

Roland Irregen and Peter Habeecht from the Penzberg architectural firm B3 calculated the approximate costs of such a temporary solution with office containers in their feasibility study.

Since there were sanitary facilities at the fire station on Eichbergstrasse, they suggested setting up ten containers there.

Including foundations, roofing, house connections, etc., they calculated 350,000 euros gross for two years.

Estimated cost of 7.35 million

In the B3 concept, the existing town hall would also be demolished from the edge of the school.

The ground floor of the new building, which has been expanded to the west, is reserved for the town hall with nine offices, mayor's office, meeting and lounge as well as a meeting and wedding room.

Building technology, IT, registry, storage and toilet are provided in the basement.

The entire upper floor of the new building is used to expand the school with an auditorium, classrooms, teachers' rooms and offices for the principal and administration.

Both buildings are connected by a larger intermediate building with air and a staircase.

The roughly estimated costs for this hybrid solution are 7.35 million euros.

The two hybrid concepts and the third solution opposite the town hall and school were applauded by the local council.

After all, the architectural offices can provide relevant references.

Peter Haberecht and Roland Irrwegen have recently completed the much-praised new town hall in Wielenbach and the Sunder-Plassmann couple were able to complete the conversion and renovation of the town hall in Huglfing in the fall.

The “Town Hall School” working group will now work intensively on the studies before the topic comes back onto the committee’s agenda.
