Karlsfeld must not incur any unexpected expenses.

The municipality will have an approved budget for 2024.

However, there should be no more unexpected expenses.

Karlsfeld - Karlsfeld's treasury has made the seemingly impossible possible: Reto Berndt presented an approved budget draft for the notoriously cash-strapped municipality of Karlsfeld to the main and finance committee on Tuesday evening.

“The situation is serious, but not hopeless!” was his conclusion.

The municipality is able to generate a surplus in the administrative budget and also report this regularly in the asset budget.

“We are probably stable at the moment,” said Mayor Stefan Kolbe.

But “we don’t know what will happen over the course of the year.

That’s our risk.”

This time, the combing department cannot install a buffer

So far, the treasury has always included a buffer in the budget for expenses for unexpected measures in the current year.

But this money is missing for this year.

This means: There should be no more large unplanned costs for the community this year!

Or in the words of Mayor Stefan Kolbe: “Nothing can happen now, and if a lamp falls out of its socket, then so be it!”

Reto Berndt said he “didn’t even want to think about” what would happen if the district levy changed, “because we would then be faced with a puzzle”.

As reported, the district levy for an approved district budget must be increased to 52.85 percent according to the district treasurer's office.

Which recently caused a lot of protest among the mayors.

Stefan Kolbe once again vented his anger about the municipal financial system in the Karlsfeld Main and Finance Committee.

“We've basically had all the increases behind us and it's still not enough.

Now we are shaking up issues that have made Karlsfeld better in the last few decades and in five years we will have to destroy all of that again because we care about the rest of the world, but not about ourselves.”

At the beginning of 2023, Karlsfeld had to give up its indoor swimming pool

As a reminder: In order to get an approved budget last year, the community had to give up its indoor swimming pool at the beginning of 2023.

The current version of the budget does not allow for the building to be demolished until next year.

The calculated costs are 1.5 million euros.

The big savings in the community are continuing this year.

The biggest savings in the budget relate to the Karlsfeld fire department and the infrastructure.

The planning costs for building a fire station west of the railway were canceled.

Likewise, the construction of new, barrier-free bus stops.

A bleak picture also emerges for the future.

In the end, the committee voted unanimously in favor of the draft.

The local council will vote on the budget on February 22nd.

At its meeting on Tuesday, the Karlsfeld Main and Finance Committee also dealt with the adjustment of the assessment rate for property tax B (i.e. the tax for developed and developable properties).

The treasurer's office proposed increasing the property tax from 400 to 480 or even 500.

The assessment rate for property tax B will be increased

Specifically, for a 60-year-old terraced house with 120 square meters, this means a property tax increase of around 57 or 71 euros per year.

For a 40-year-old, 32 square meter condominium, this would be an increase of around 32 or 41 euros per year, i.e. increases of 20 or 25 percent.

For the community, this would mean an annual increase of 588,000 euros or 735,000 euros.

Karlsfeld's finance officer Stefan Theil (CSU) advocated on behalf of his party for an increase of 490 percent "in order to have room for maneuver," as he explained.

There is no point in increasing the property tax only to then put everything into the district levy.

Free voters, the Greens and the SPD agreed to the CSU proposal.

Dissenting votes came from the alliance.

Adrian Heim spoke out in favor of 480 percent due to inflation; anything above that “we would find excessive”.

Whether the local council accepts this recommendation from the main and finance committee will be seen at the local council meeting on February 22nd.

“This isn’t fun for any of us,” said Mayor Stefan Kolbe.

Only recently did the local council decide to increase childcare fees (we reported).

Increasing the property tax now would be a “frightening signal to the population,” said Kolbe.

“But we won’t be able to do it otherwise.”
