The city of Dachau wants to promote the transport transition with the help of a mobility statute.

According to the new statutes, not every new apartment will have a parking space.

Dachau – Significantly more new cars were registered in Germany in 2023.

As the Federal Motor Transport Authority announced a few days ago, new car registrations rose by 7.3 percent to 2.84 million for the year as a whole.

The proportion of SUVs was 30 percent.

The Dachau town hall is therefore of the opinion that this trend must be stopped.

Your method of choice: a new mobility statute that determines how many parking spaces must be created in the new building.

The highlight, compared to the 19-year-old parking space regulations: The new regulations are intended to offer a variety of options in which developers can reduce the prescribed number of parking spaces.

In the end, according to the proposal from Mayor Florian Hartmann and building authority manager Moritz Reinhold, the parking space savings potential in the residential sector could be 50 percent and in the commercial sector 25 percent;

In the future, there will no longer be any need to provide parking spaces for one-room apartments up to 35 square meters in size.

What may have sounded radical up to this point, but quite simple so far, becomes much more complicated when you look at the details.

Because: In order to save on building parking spaces, builders must demonstrate a number of so-called location factors and “active measures”.

A “favorable location” is considered to be a train station no more than 600 meters away, an express bus line no more than 300 meters away or a supermarket no more than 300 meters away.

Important: The distance is calculated based on the walking distance and not the air travel.

If the train station were theoretically very close, but in practice was located behind a noise barrier, this would result in a longer route.

Also important: the timing of the building permit applies to the location.

If the included bus stops or supermarkets are closed shortly after construction, then, says Reinhold, “the developer was lucky”.

An in-house bicycle service or – in the case of companies – a works bus, showers and a monthly public transport ticket should also help the investor save on parking spaces.

A total of five parking spaces are eliminated if several parties share a car sharing car.

Especially in the case of commercial buildings, “employees should no longer have the excuse of not coming to work by bike,” says Reinhold.

Skepticism and criticism

However, some of the city councilors had difficulty with the proposal.

Gertrud Schmidt-Podolsky (CSU), for example, asked to “keep a sense of proportion” in view of the latest vehicle registration figures.

In their opinion, it is hardly surprising that developers are happy about having to build significantly fewer parking spaces.

But one should not forget: This would make the apartments “not a cent cheaper”!

Thomas Kreß (Greens) criticized the proposal for 35 square meter apartments.

There are many singles who work and need a car.

Peter Strauch (CSU) asked heretically: “If only one-room apartments are built on the MD site, then there won’t be a single parking space?”

Kai Kühnel from the Alliance for Dachau found that the new statutes meant “a lot of work” for planners and feared that in the end everyone would go “crazy”.

The majority of the committee is in favor of new mobility regulations

So they agreed on the following resolution, which the city council still has to approve and which, according to Mayor Hartmann, will also be presented to the citizens: The passage that apartments up to 35 square meters do not require a parking space is deleted.

Now for all residential units up to 120 square meters, proof of a parking space must be provided.

However, residential construction projects can reduce a maximum of 35 percent of these parking spaces.

However, favorable location factors can only be applied under the condition that at least one “active measure” can be proven and one of these “active measures” is car or e-cargo bike sharing.

Commercial businesses, with the exception of supermarkets and practices, are allowed to reduce their parking spaces by up to 25 percent.

But here too the following applies: locational advantage only in combination with “active measures”!

In the end, it was undisputed that the parking spaces should be larger in the future - only Kai Kühnel spoke of a “bolide regulation” and that the SUV trend had to be stopped.

However, building authority manager Reinhold asked for realism on this point: “We cannot change the car industry from Dachau!”
