The district committee and shortly before that the district youth committee now had to deal with the issue because the district is currently not fulfilling a legal obligation.

“If this replacement care is not guaranteed, all state funding could be cut off,” said Alexander Krautz from the youth welfare office in the technical committee.

That would be bitter: The district will receive around 670,000 euros in reimbursement through these grants.

At the moment, childminders often cover for each other in the event of absences.

However, there is hardly any capacity to take in additional children, and on the other hand, this solution does not meet legal standards.

Representative center with two half-day employees

Finding a solution is not necessarily easy.

The youth welfare office suggested installing two representation centers in the district - comparable to large day care centers.

You could start with a center.

Two part-time workers would have to be hired for this.

The children could then be brought to this center if the childminder is unavailable.

“If the childminder in Egling is unavailable, do the children have to be brought to Tölz?” asked Annelies Wiedenbauer-Schmidt (Greens).

That alone is complicated.

“And then they come to complete strangers.

On the one hand, it is planned to oblige parents when concluding childcare contracts to bring the children to the central facility at certain intervals so that the educators are not strangers.

In addition, the part-time workers should visit the large day care centers when they are not at full capacity in order to get to know the children there too.

Committee wants more transparency regarding costs

Overall, the committee members were quite skeptical.

Of course, day care is important, said Susanne Merk (FW).

“But setting up care centers for all eventualities - our budget simply doesn't allow for that.” In general, the district councilors found it quite difficult to decide on the matter, because the technical committee was only concerned with the 20,000 euros that it would cost to equip the care center would.

However, the district committee is responsible for hiring the two half-time employees and the associated expenses.

“I would like to see a little more truth and clarity in the presentation of the costs,” noted Rudi Mühlhans.

The district would have to raise another 45,000 euros to hire the two employees - year after year.

Administration should think again about the proposed solution

The youth committee was not at all comfortable with the proposed solution.

The proposed resolution was therefore changed.

In general, the administration was commissioned to set up replacement care in accordance with legal standards.

However, the resolution continued, the proposal “needs to be reviewed and further developed.”

Of course, this was “a challenging request,” said Klaus Koch (Greens) later in the district committee meeting.

But for many people the proposed solution is “simply difficult to imagine”.

Perhaps you could think about working with additional freelance workers.

In view of the path that is now still open, the two half-time positions were also cut from the staffing plan.
