There should be village development concepts for all districts of Holzkirchen.

The local council has now decided that the Hartpenninger school building should not be touched individually.

- The cracked glass panes in the vestibule have been patched up with wooden panels, while the dismantling of a leaky plumbing pipe recently prevented worse things from happening inside.

“Traffic safety,” summarized Florian Gams in his report to the Holzkirchner local council.

The head of building maintenance in the market town also no longer has any illusions: In the almost 60-year-old school building in Großhartpenning, it's all about damage control.

Renovation has been off the table since 2011 - it would be uneconomical.

However, the Free Voters' Association (FWG) has now denounced the fact that nothing has changed in this situation since then in an application for the “reactivation of the old Hartpenninger schoolhouse”.

While some council members certainly sympathized with this initiative, the majority of the committee ultimately rejected it.

Because a village development concept was already decided upon in 2022 at the request of the CSU parliamentary group, with which the place should be viewed as a whole, the committee largely classified the application as inappropriate.

Mayor Christoph Schmid (CSU) went even further in his reaction, even sensing in the application an attempt by the FWG to “put itself in the right light in a district”.

Schmid stated bluntly that he was really annoyed by the request.

Applicant: “Prioritization”

Applicant Torsten Hensel (FWG) wanted his request to be understood as “prioritization”.

Regardless of the village development concepts decided upon for all Holzkirchner districts, the FWG parliamentary group would like “isolated and timely citizen and public participation in the reoccupation of the Hartpenninger school building,” as it is formulated in the document.

The future type of use is uncertain.

But: “Vacancy is the worst of all 'types of use' and is no longer acceptable.” Revitalization requires a different approach than before.

This was contradicted by, among others, Sebastian Beil (CSU), who does not want to “do something quickly”, but rather wants to tackle it “in a timely manner”.

Group colleague Michael Wohlschläger agreed.

The rest of the place must also be included for the respective use.

Wohlschläger did not consider an isolated observation necessary.

In any case, the house would not “stand empty,” reminded Josef Sappl Sr.

(CSU).

As the building maintenance manager Gams explained, most of the rooms are occupied by theater groups who store costumes and props there.

One room serves as a polling station.

“The Boy Scouts have been in the basement since St. Josef Church was demolished,” explained Gams.

The hallways are occupied by the Philharmonic Orchestra.

“It’s worth its weight in gold for the clubs,” said Sappl.

16 votes to seven against the motion

Simon Ammer (SPD), who was able to understand the application well, was of the opposite opinion.

“It's just been a warehouse since 2010.” In fact, the last three school classes had moved to the elementary school on Baumgartenstrasse at the end of 2009;

Since then, the former school building has no longer had any permanent use.

“This has been put off for 14 years,” said Ammer.

“The resolution was not implemented.”

Robert Wiechmann (Greens) had previously stated that the application describes the current resolution.

And according to this, the market community must prioritize.

“We have more projects on our hands than ever before,” emphasized Wiechmann.

The decision will be implemented exactly as intended, “but not now”.

In the end, this view was shared by a broad majority: with 19 votes to four, the committee initially refused to obtain any further expert opinion.

With 16 votes to seven, the members also decided against public participation regardless of the planned village development concepts.
