A short time ago (Thursday) the Ministry of Defense distributed for public comments the memoranda of the new conscription law - which extend the duration of regular service to three years and expand and extend the reserve service as well.
These are two bills - an amendment to the Security Service Law and an amendment to the Reserve Service Law - which will be opened for public comments in the next two weeks.
According to the amendment memorandum to the Security Service Law, "there is an essential operational need to increase the scope of the personnel of soldiers in regular service in the immediate period of time", therefore the duration of the mandatory service will be extended to 36 months by default.
The Minister of Defense, with the approval of the Foreign Affairs and Defense Committee, may exclude formations, units, professions and positions in which the duration of service will be shorter, but not less than 28 months.
Also according to the memorandum of the law, those who serve 28 months will receive, starting from the 29th month, an additional reward.

According to the amendment memorandum to the Reserve Service Law, "the limitations established in the Reserve Service Law today in relation to the possible durations of service no longer meet the required security needs" Therefore, the new law will allow the call-up of the reserve personnel for longer periods of time in general, and for periods of combat and "operational employment" in particular.

The law extends the maximum duration of service in reserve service each calendar year, and raises the age of exemption from reserve service - this is in continuation of the amendments made at the beginning of the war in temporary orders.
The explanation for the proposal states: "There is no dispute that the proposed arrangement carries with it a heavy burden on the reserve officers. However, at the present time, expanding the IDF's ability to activate the reserve forces is the order of the day, in order to allow the IDF to carry out all of its missions."

The explanatory notes to the bills state that "the newly created security reality requires a significant operational response to defense and the continuation of the war effort in all sectors. In addition to fighting in the south of the country, the IDF is required to fight and carry out significant defensive and offensive operations in additional sectors - in the north of the country, on the Lebanese border and in Syria;
the east of the country, in Judea and Samaria;
and on other fronts.
All of these tasks created a heavy burden on the IDF and its servants in regular service and in reserve service who were required for an intensive functional sequence."
It is further stated in the explanation that "on the background of the events of the period, a significant need has arisen to strengthen and build all of the personnel structures available to the IDF.
This, as mentioned, for two main reasons: first, unfortunately, hundreds of soldiers fell in the events of October 7 and in the fighting that followed them, most of them regular and reserve fighters.
Thousands more were injured and they are not expected to return to operational fitness and combat.
