The youngest daughter of the Mogouchkov family, little sister of Mohammed, the main suspect in the Arras attack, is the subject of an order prohibiting her from leaving French territory. The ASE would also have noticed "the presence of a man near" the home where the little girl is placed, raising fears of "an exfiltration from the territory, possibly by force, under the instigation of the father"

INFO LE FIGARO - The Arras children's court has issued a "ban on leaving the territory" in order to protect the youngest daughter of the family of Mohammed Mogouchkov, whose Salafist and registered father was expelled in 2018.

The fate of Katia*, 10 years old, is at the heart of the concerns of her mother Khiabi, and of justice.

The youngest daughter of the Mogouchkov family, little sister of Mohammed, the main suspect in the Arras attack, is the subject of an order prohibiting her from leaving French territory pronounced on February 5 by the Arras children's court,

Le Figaro

learned

from a source close to the matter.

A measure deemed necessary by juvenile justice in order to protect the little girl from a possible forced departure orchestrated by her father, Iakub, a Russian Salafist of Ingush origin, registered as S and expelled from France in 2018. He is suspected of having transmitted his rigorous beliefs to his three sons while subjecting his ex-wife and his two daughters to Sharia law.

On February 2, Child Welfare reported intriguing elements mentioned by Muslima, Katia's older sister, who

"worries that her father has hired people to find his wife and children"

.

An element which raises questions among Me Mikaël Benillouche, his lawyer.

He maintains that

“Muslima does not have contact with her father because she is afraid of him, just like her mother.

Both were subjected for years to his violence and his rigorous Islam.”

The ASE would also have noticed

"the presence of a man near"

the home where the little girl is placed, raising fears of

"an exfiltration from the territory, possibly by force, under the instigation of the father"

, it is specified in the order of the children's court that

Le Figaro

was able to consult.

A

“dislocated family”

After the knife attack which cost the life of Professor Dominique Bernard on October 13, Katia was placed in a child welfare home for a year in view of the complex situation in which she was operating. .

Indeed,

“two of his brothers (Mohammed and Souleyman) and one of his cousins were indicted by the Paris anti-terrorist judge.

His older brother, Movsar, was also incarcerated for acts of a terrorist nature

,” notes the juvenile judge in his order.

Despite

“the indisputable bond of affection”

between Katia and her mother, the courts ruled that the latter had not been able

“to protect her from tensions in the family home”

and

“that it was appropriate to assess the repercussions of the radicalization of her younger brothers on Katia outside the unprotective family environment

.

Since then, Khiabi has been allowed to visit her daughter once a week.

Muslima can come see her once every two weeks.

During their last visit, Wednesday February 7, the two women, in an irregular situation on French territory, were arrested at Calais station for an identity check.

Affected by OQTFs more than a year old, they cannot be deported, but were placed for 24 hours in an administrative detention center before being released.

“The risk, with this order prohibiting Katia from leaving the territory, is that if a new OQTF is taken against her mother and she is expelled, the little girl will find herself alone in a home in France.

This generates new fears with regard to the women of this destroyed and dislocated family

,” says Me Benillouche, specifying that a request for regularization for Khiabi and Muslima is in progress.

“My clients saw nothing coming about the attack.

On the other hand, they witnessed the progressive radicalization

of Mohammed Mogouchkov, argued Me Benillouche this Friday morning on BFMTV.

According to him, Khiabi is

“ready to help France”

in its fight against the Islamist terrorist.
