As is well known, a new company location for “Holzner pressure vessels” and the startup company “blueFlux Energy” is to be built on the open space west of the former BHS steel construction hall.

The Peißenberg market council now had to deal with the discussion as part of the amendment process for the project-related development plan, which took a lot of time.

Peißenberg – Actually, a new company headquarters for “Holzner pressure vessels” and “blueFlux Energy” (keyword: green hydrogen) - both companies are connected to each other and are currently located in the former mine hall - should have been built long ago.

The groundbreaking was actually scheduled for September 2023.

But the planned area west of the former BHS steel construction hall in the “Wörth” district is still deserted.

There is a lot of secret speculation around the market council about the reasons for the delay.

But the fact is: the construction law process is relatively complex and time-consuming.

At the most recent market council meeting, the statements submitted in the interpretation process for a further change to the “PKG site on Hochreuther Straße” development plan were discussed and weighed up.

But until that happened, there was a debate about whether the agenda item would even be discussed.

The reason: The 19-page planning documents were only made available to the local councilors one day before the meeting.

There wasn't much training time left.

The documents were only sent to the town hall administration by the applicant's designated planning office after the submission deadline for inclusion in the agenda for the market council meeting.

However, when it comes to setting a deadline, it is only a “should” regulation from which deviations can also be made.

With reference, among other things, to equal treatment with other construction applicants and the short training period, Jürgen Forstner (Free Voters) made the motion to postpone the agenda item to the next meeting: “I don't see myself in a position to debate it today, let alone because to decide something." Matthias Bichlmayr (Greens; "The short processing time is too short for the formation of a basis for decisions") and Ursula Einberger (SPD) made similar comments: "That is far too short-term - and everything will always work out in the project only presented in bits and pieces.” But Forstner’s motion to postpone fell through with a vote of 6:17.

After all, it would be an exception and not a rule, argued Christian Quecke (CSU/non-party), for example.

Mayor Frank Zellner (CSU) also wanted the matter off the table.

At “blueFlux” and “Holzner” it is about keeping jobs locally.

Not unimportant for the town hall boss - especially since the applicants are reportedly putting a lot of pressure on the town hall administration.

At the local council meeting, the individual statements from those responsible for public affairs were weighed point by point.

The lengthy procedure lasted a good hour and a half.

However, the decision on two statements had to be postponed.

On the one hand, it was about flood protection.

In its statement, the water management office refers to a possible “HQ extreme” against which the commercial hall would have to be protected.

The problem: There is still no basis for calculation as to whether the new rain retention basin located right next to the open space is sufficient as protection beyond a “HQ 100” (100-year flood event).

The planners see the water management authority's statement as merely a “note to the building owner”.

More precise details, it was said at the council meeting, still need to be examined.

In this context, Walter Wurzinger (Free Voters) sharply criticized the water management office (detailed report follows).

According to the planning office commissioned, a “huge problem” is also the planned construction of six to eight employee apartments as part of the new company location.

According to the statement from the “Technical Environmental Protection” department at the district office, such residential units in a commercial area are not privileged under building law.

The matter therefore still needs to be clarified with the district authority.

The start of construction depends on the duration of the process 

“Yes, the planning documents arrived a little late from us,” admits “blueFlux” authorized representative Ulrich Mach when asked by the local newspaper.

The official applicant for the change to the development plan “PKG site on Hochreuther Straße” is the owner of the open space next to the former BHS steel construction hall.

He will also act as an investor in the new headquarters of “blueFlux” and “Holzner”.

According to Mach, the late submission of the documents is due to the “complex subject matter” of the construction law process.

Now the questions about flood protection and the planned employee apartments still need to be clarified - in coordination with the district office and the community.

Mach is not talking about permanent apartments, but rather about “hotel-like use” for the temporary accommodation of skilled workers from abroad.

According to Mach, people from Hungary, Poland and Switzerland are already being employed through temporary employment agencies.

“They are there for two to three weeks at a time.” And when should construction start on the new commercial location?

“We are dependent on the construction law process,” explains Mach.

However, everyone involved would “do their best.”
