How do you get traffic under control in Penzberg?

This question, among other things, is intended to be answered by a mobility concept that is now being developed in Penzberg.

It should provide guidelines for future development by the end of 2024.

The population is also in demand.

A kick-off event is planned for February 21st.

Penzberg - When local politics in Penzberg discussed the expansion of cycle paths, traffic calming, city buses, expanding car sharing, parking spaces and electric cars in recent years, the word "mobility concept" was mentioned again and again.

In this concept, it was said, everything should flow together.

It is intended to show ways to make transport sustainable and provide a basis for decisions - a grab bag, so to speak.

After a long wait: the starting signal for work on the mobility concept

Now the time has come.

Work on a mobility concept begins.

After receiving funding from the government of Upper Bavaria after a long wait, the city of Penzberg hired the planning office PTV from Karlsruhe and the Dialogwerke office from Stuttgart, which is responsible for public participation.

According to the plan, the mobility concept should be available at the end of 2024.

“Symptoms of overload” and complaints about cycle path infrastructure

The city of Penzberg is facing various challenges in the area of mobility, explained project manager Verena Zeidler (PTV).

who outlined the next steps in the Penzberg city council with Lisanne Pucher (Dialogwerke).

For example, there are “symptoms of congestion” on the state roads in the city (meaning the two main traffic axes that meet in the city center), there is a very large employer in Roche that “generates corresponding traffic flows”, and there are complaints about the condition of the cycling infrastructure .

All of this should be viewed in an integrated manner, integrated because in some areas there are interactions, dependencies and conflicting goals.

A mission statement with concrete goals

According to Zeidler, at the end there is a mission statement, a vision with concrete goals that serve as guidelines for local politics for decisions.

She cited the city of Pforzheim as an example of such goals.

The goals were defined there to increase the proportion of walking and cycling from 28 to 45 percent by 2035, to reduce CO2 emissions by half, to reduce the number of vehicle traffic in the city center by a third, the number to reduce the number of injuries in road traffic and to make all bus stops barrier-free.

Not down to the smallest detail

A mobility concept, said the project manager, is designed to last 10 to 15 years and therefore has “a certain altitude”.

This means that the concept cannot work out measures down to the smallest detail, for example that the curb has to be lowered in this or that place or the traffic lights have to be changed.

The implementation is then the task of the administration.

However, the concept places measures in a context and shows whether they fundamentally make sense.

The situation will be looked at in detail at the intersection of Bahnhofstrasse and Karlstrasse, but this cannot be done for the entire city area.

Cycle path concept as a supplement?

Zeidler told the city council that her office also offers additional services to complement the mobility concept.

This would be a cycling concept in which cycling is considered in more detail than in the mobility concept.

You could also offer a household survey on mobility behavior, which was last carried out in Penzberg in 2013 as part of a traffic analysis.

She mentioned a digital traffic model as a third possible addition.

According to the project manager, before the guidelines are in place, the current situation is first analyzed and evaluated, in particular the strengths and weaknesses.

External factors, forecasts and trends are then discussed.

The third step is an expert assessment and discussions with stakeholders and administration.

Experiences from everyday life

Lisanne Pucher from the Dialogwerke office explained how the population is involved in the process.

She talked about bringing in their everyday experiences and subjective perceptions.

In the end, she said, there should be a mobility concept that takes everyone from Penzberg with them.

According to her, discussions are being held with interest groups such as Pro Downtown, the ADFC, the Übermorgen association, Roche, AWO and the climate advisory board.

There is also a mobility advisory board in which surrounding communities and districts are also involved (“Penzberg is not an island”).

According to Pucher, there are two big events for the general public at the start and the finale, as well as an online survey that is scheduled to start on February 21st.

Public launch event

The public kick-off event for the mobility concept will take place on Wednesday, February 21st, from 5:30 p.m. to around 7:30 p.m. in the town hall.
