Ten years ago the Jodquellehof in the bathing area was closed, and a year later the lights in the Alpamare went out.

The Jodquelle AG as the owner has now been able to implement residential development on the former lawn of the pool on Schützenstrasse, but opposite the Wandelhalle and the Herder Park are waiting for a new use.

But that won't happen anytime soon, as the city council issued a ban on changes for another year at its most recent meeting.

This means that nothing can be built there during this time.

Anton Hoefter sees no future in Tölz tourism

The problem: The city's will is completely different from the owner's plans.

Board member Anton Hoefter, whose grandfather built Europe's largest foyer in 1929/30 and his father built the Alpamare in 1970, sees virtually no future in Tölz tourism.

The city, on the other hand, wants events to continue to take place in the historical buildings in the bathing area that were once used for spa operations and for culture and gastronomy to have their place.

That's why the city council under Mayor Ingo Mehner (CSU) decided last year to "make the municipal spa house in Gabriel-von-Seidl-Park fit" for the next hundred years for 21 million euros, for example by building an underground event hall in the hillside wants to build next to the historic building.

However, the final decision on this has not yet been made; we are still hoping for appropriate subsidies.

Hoefter doubts the Tölzer tourism study

When asked, Hoefter commented on this: For him, it was “difficult to imagine how another event hall could be operated in an economically sensible manner in addition to the converted Kurhaus in the immediate vicinity.”

Hoefter also refers to a study commissioned by the city in which the company “Treugast” came to the conclusion that there was strong demand for event rooms and restaurants in the bathing area.

“The supposedly available study was not made available to us.

Other Treugast studies we have, for example on the use of the Jodquellehof, are incomplete and incorrect.”

15 apartments planned in the Tölzer Wandelhalle

Hoefter has “acknowledged” the change ban that was publicly announced in the city’s official gazette.

Years ago, Jodquelle AG presented a proposal for the use of the Wandelhalle, which was also agreed with the State Office for Monument Preservation.

Hoefter: “We would like to continue to pursue this use, also in dialogue with the city and the citizens of the bathing area and the city of Bad Tölz.” Among other things, it is planned to build 15 apartments in the hall-like building with its huge glass windows.

Hoefter on the currently extended change ban: “It is difficult to understand why the building authority can take over three years to draw up a development plan.” He is of the opinion that “the city’s refusal to talk and draw up development plans without taking the owner’s ideas into account will lead to further court cases and cement the standstill in the bathing area - to the benefit of no one and to the detriment of the entire city, at the expense of the taxpayers.

Bad Tölz: Time to complete the development plan

The legal situation is such that, according to the highest Bavarian administrative judges from 2022, the areas north of Ludwigstrasse (Wandelhalle, Seppstrasse parking lot, Herderpark) are in the so-called external area.

The change block for the development plan “Wandelhalle, special area for events and conference facilities with restaurants” must be seen against this background.

This means that the city has gained another twelve months after the last two years, according to building authority manager Christian Fürstberger.

This delay will be sufficient to complete the development plan.

It is also important to the city to preserve the Herder Park, which has not yet been developed.

According to the report, with its Hillerbrand music pavilion it is seen as defining style for the 1950s.

A similar park only exists in Bad Reichenhall.

According to Fürstberger, it is unfortunately inaccessible and quite run down.
