Higher penalties and more monitoring of recycling islands: The Erding district is stepping up the hunt for waste offenders.

They recently disposed of 77 tons illegally.

Erding - Everyone knows the pictures: recycling islands with overflowing containers, embedded in illegally dumped garbage - from worn-out couches to tiles containing asbestos or paint buckets.

Or inconsiderate people dispose of their old glass at night or on public holidays and make a lot of noise in the process.

When it comes to waste management in the Erding district office, you can't help but get the impression that things are getting worse and worse.

Now the authorities are fighting back.

Andreas Neumaier, head of waste management, got the green light from the district council's environmental committee to increase the penalties and tighten controls.

What many litterers don't know: There could be a detective lurking behind the next bush.

And in 2023 it was once again worth the money, as the very sobering garbage collector statistics prove.

Waste management registered 408 offenses, 307 of which were provided by the Walter Fortmühler detective agency commissioned by the district.

“In 298 cases we only issued warnings,” said Neumaier.

Warning fees of up to 55 euros were charged 47 times.

There were also 21 fines.

“And we closed 42 cases,” said Neumaier.

A total of 1,100 euros in warnings and 2,700 euros in fines were collected.

He expects total income of 5,000 euros if the new penalties apply.

And how is this sum made up?

Anyone who simply places boxes next to the container can be fined 25 euros; in the future it will be 30 euros.

Anyone who dumps bulky waste illegally has previously paid 80 euros, then at least 250 euros.

And anyone who disposes of electrical appliances in a wild manner will have to pay 80 euros instead of 35 today.

Citizen negligence and inconsideration seem to be increasing.

According to Neumaier, there was a mountain of garbage of 77 tons in 2023, compared to 67 and 69 tons in previous years.

“What we earn does not nearly cover the costs,” emphasized the head of waste management.

Last year alone, the 4,000 euros in income were offset by disposal and cleaning costs of 128,000 euros, in 2021 they were 93,000 and the following year 122,000 euros.

Neumaier reported that there were container locations that had to be cleaned several times a week.

“These are our hotspots where the detective is increasingly active.” He currently has an annual quota of 300 hours, which corresponds to six hours per week.

Checks are carried out primarily in the evenings, on weekends and on public holidays.

The environmental committee decided to use the detective ten hours a week in the future, which only Peter Attenhauser (AfD) found disproportionate.

This is worth 150,000 euros to the district over three years.

Neumaier emphasized: “We would prefer that the controls were not needed at all.” But we want to “deter perpetrators, prevent illegal dumping as much as possible and ensure a clean appearance of the container areas.”

This has been partially achieved since the cans have been disposed of through the yellow bag since the beginning of the year and no longer in containers.

Last but not least, the controls served to raise awareness among citizens about compliant disposal.

“And we want to use the penalties to create more justice for the general public,” said Neumaier.

There are two things he cannot understand: “The chance of getting caught is not that small, for example if you leave an address label with the waste paper.” And: “Many things can be returned to recycling centers free of charge,” he explained.

What many people don't know is that anyone who consistently fills their domestic bins incorrectly - i.e. bucketfuls of leftover food in organic waste or asbestos in residual waste - can also be prosecuted.
