INTERVIEW - The prefect of the Rhône, Fabienne Buccio, congratulates Le Figaro on the action taken by the police on the deal points in the Lyon metropolitan area.

Le Figaro Lyon

LE FIGARO - Figures published by the Ministry of the Interior show a drop in violence in the Rhône department and an increase in drug seizures.

Do these results satisfy you?

Fabienne BUCCIO -

We are on the right track but we must continue.

It is not because a stage is positive that we will win the race at the end of the event.

We are obtaining a lot of results, particularly in the fight against drug trafficking, which is our priority.

And for which we put a lot of resources.

With actions on deal points in the urban area, in Vaulx-en-Velin, Vénissieux, Villeurbanne, etc.

In 2023, 1,500 traffickers were arrested in the department, or 15% more than the previous year.

This shows that we are taking action.

We dismantled 26 deal points.

Dismantled because we make sure they don't come back, even if it's never won.

We do a lot of harassment, shelling with 800 dismantling operations.

3.8 tonnes of cannabis were recovered, an increase of 43% compared to the previous year, as well as 64.5 kilos of cocaine, 57 kilos of heroin and 15,000 sachets of ecstasy.

In addition, 2.2 million criminal assets in cash or property were seized.

What do you qualify as a deal point?

We talk about a deal point when there is a settling down, a habit of places with a whole merry-go-round of customers, lookouts, and sometimes even the prices displayed inside the building.

Moreover, customers are also sanctioned with 6,200 fixed fines issued in 2023. We have made choices, targeting Tonkin or Vaulx-en-Velin with “place net”

operations

, which mobilize different services as well as the public prosecutor's office and intelligence.

It is never easy because all the municipalities, all the districts are concerned, except in certain rural areas.

The mapping is done based on feedback from residents, elected officials and police officers.

“All municipalities, all districts are concerned”

Fabienne Buccio, prefect of Rhône, on drug trafficking

The situation was particularly tense in the Tonkin district of Villeurbanne where residents and the mayor expressed their frustration, noting in particular that a police commissioner was missing...

In Tonkin, we went there several times, the prefect responsible for security and myself.

The mayor of Villeurbanne shares the usefulness of what we do.

We are at his side, we support each other and we explain that we act together.

It's true that there was a shortage of a commissioner and he had a temporary one while awaiting his appointment.

The problem was that we didn't have a candidate.

But there has always been a commissioner in charge of monitoring this sector.

Several shootings

also broke out around the deal point on rue Jacques Brel. Do you fear a Marseille-style development?

We are aware that by doing this, we are agitating.

A neighborhood is always very quiet when it is maintained.

When we act on traffickers, others can take advantage of it to try to take control.

We knew it before doing it, but that’s not why we’re not going to do it.

We need to measure the risks and be present to prevent shots like we had.

Trafficking will continue given the money at stake. The key is to ensure that it decreases and catch it at birth.

There, we act on things that are a little encysted.

A “clean square”

operation

was carried out on Place Mazagran last week.

Does La Guillotière remain a black spot for public peace in Lyon?

There is still a lot of work to do, but it has still positively changed Guillotière.

Things still need to change and last week's operation resulted in the arrest of 32 people, 17 of whom were taken into police custody, and the seizure of a kilo of cannabis.

Often, these operations displace the delinquency but by dint of displacing it we evacuate it.

It takes time and perseverance.

Are you going to keep the pressure on?

It is a long-term commitment on the part of the police but also the town hall.

We had requested arrangements to close the square at night as the police wanted and as it worked elsewhere.

The mayor did not want it, he has a different project for which work is underway.

If it works I will say so, otherwise I will request closure again.

I would like to be able to say that anyone can go and live peacefully in Mazagran, today I cannot.

This operation was carried out with the support of the new CRS 83, specialized in maintaining order.

What does it bring you?

200 more people!

She came into play at the end of November and carried out 46 operations in 7 departments, for 80 arrests.

In Lyon, she intervened in Mazagran and Tonkin.

His first operation was in Romans sur Isère.

They come for targeted operations, against trafficking and in crisis situations.

In the detailed figures, street violence is also trending downward...

Violent thefts, whether with or without a weapon, have decreased by 21%, which is good and more than at the national level.

Burglaries fell by 20%, or 1900 fewer incidents.

Vehicle thefts increase by 4%, but accessories thefts decrease by 4.5%.

It is increasing in sexual violence (+20%) and against women (+6.5% in intra-family violence).

It is also linked to the liberation of speech.

Before about sexual violence, women did not come, now they come and we know how to receive them better.

Even if we still have to improve.

On the cameras it doesn't get any better.

We are still at the same stage, the mayor is hiding behind his audit

Fabienne Buccio, prefect of Rhône, on the active transfer of video surveillance camera images from the city of Lyon

In transport, the trend is towards improvement, to what do you attribute it?

Violence against people in transport has fallen by another 28%.

This was already the case at the end of the previous year.

We work very well with the Sytral and the railway police.

It's presence, action, network, organization and surveillance cameras.

In the station as well as in the trains, it works very well.

In the metro, there is also more presence at the stations.

After Paris, we have the busiest network with 1.7 million travelers every day.

La Part-Dieu is the busiest passenger station in France, outside the capital.

And we benefit from the surveillance center with the transfer of images from surveillance cameras.

On this subject of active deportation of images, what is the situation with the city of Lyon?

On the cameras it doesn't get any better.

We are still at the same stage, the mayor is hiding behind his audit, which concludes that legally he cannot do it.

However, in Bordeaux, this was done.

We need to see what happens in the coordination room during event monitoring.

We see something in the images but to have a zoom, for example, the municipal police officer present must call his colleague on the phone to ask him.

Recent news was marked by arrests and convictions in the very established ultra-right environment in Lyon last week.

Is it satisfying?

All of this feeds into a file.

To dissolve an association, you need solid elements.

I am targeting the Rempart group, the Lyon Populaire group.

Anything that is extreme and violent for the safety of the citizen.
