In Italy, the Public Administration moves at two speeds in the process of adopting software for the digitalisation of processes.

Over a third of municipal bodies (36%) are still in an initial stage of these initiatives, which makes it more difficult for citizens to communicate with the PA and follow up on their requests.


    Furthermore, also following the adoption of digital platforms, institutions do not always tend to adequately train their staff.

In 2023, only a third of small municipalities have trained employees in this regard, compared to 46% of medium-large ones.

Municipalities with more than 20,000 inhabitants tend to customize software solutions more to respond to process needs, but only in 26% of cases have they revised all or part of the processes to adapt them to the activity flows proposed by the applications.

Over half of the small municipalities, however, do not consider changes necessary following the introduction of management software.

These are some of the pieces of evidence presented during the conference "Management software in Italy: the photography of Public Administration" organized by the Digital Innovation Observatories of the School of Management of the Polytechnic of Milan, in collaboration with AssoSoftware and the Digital Agenda Observatory.

The research was aimed at 821 local authorities and found that administrative and accounting management software is the most used by municipalities, with 80% diffusion.

In this context, the role of the Italian software supply chain becomes central in the path of digitalisation of the PA" the words of Pierfrancesco Angeleri, President of AssoSoftware, at the presentation of the results.
