A source privy to the details indicated that the Egyptians and Qataris proposed to hold the talks in Cairo on Thursday at senior working levels to discuss the humanitarian elements of a possible hostage deal, such as the scope of aid that will be brought to Gaza and the possibility of Palestinians returning to their homes in the northern Gaza Strip.
The heads of the Israeli negotiating team informed Netanyahu upon their return last night (Tuesday) from Cairo and presented him with the Egyptian proposal for further talks. The source stated that Netanyahu did not agree to send a delegation for further talks claiming that there is no point in further talks until Hamas agrees to flex its position on the issue of the number of prisoners which he demands to be released as part of a deal.
