New structures for the audit committee could move into Geretsried town hall.

At the most recent city council meeting, Mayor Michael Müller (CSU) used a diagram to show how the audit processes in the RPA could be reorganized in the future - and thereby sparked a discussion.

Dual budget management has existed in Geretsried since 2010. This means that the tasks, working methods and goals of municipal auditing have changed significantly.

“It is time to respond to this organizationally and adapt the structures in the city accordingly,” said the meeting template.

What should that look like?

In the future, the testing processes could be integrated “into an organizational structure of the house,” explained the town hall boss.

At the same time, he emphasized that the RPA is independent of the organization of the town hall and the mayor.

Nevertheless, Müller pointed out that it can make sense to link the instruments “Controlling” and “Internal Auditing” with the RPA.

In the future, it will not only be possible to check downstream, but also during the process.

Away from traditional number and document checks

“The aim should be to move away from the more traditional numerical and documentary checks and to concentrate more on thematic, organizational and system checks and to actively take on a support function for politics and administrative management,” is the proposal in the meeting template.

It goes on to say: “Effective financial control will continue to be inextricably linked to the independence of auditing.”

The committee appeared to be divided

In the subsequent discussion, city councilors were conflicted about what to think of the proposal.

Hans Ketelhut (CSU) saw this reform as urgently necessary.

“We examined some documents that were dated two years ago.

This would allow us to get involved in the decision-making process in a timely manner.

We should actually think about this.

I think that's right.” Volker Reeh (Geretsrieder List) generally has no objection to new structures: “You should be open to all innovations.” Reeh is the vice-chairman of the RPA.

Detlev Ringer (independent for the Greens) announced his resignation as RPA chairman at the end of 2023.

The committee now unanimously accepted the resignation.

However, Reeh did not yet agree with the diagram that Müller had presented.

“At the moment I don’t see the point in us voting now.

If we take note of it and it is presented to us again, I think that's a good thing.

But if we vote now that it happens like that, then I’m against it.”

Sabine Lorenz (CSU) said: “I would like to influence current things in the planning.

And life is change.

So: why not?” Ringer, however, was skeptical.

“I can't get used to it yet,” he said, noting: “So far we're checking the completed budget.

I don’t yet see how we can examine ongoing processes that have not yet been completed.”

With five votes against from Wolfgang Werner (SPD), Edmund Häner (FDP), Ringer, Reeh and Patrik Kohlert (Geretsrieder List), the committee decided to instruct the administration to develop proposals for the reorganization of the processes.
