How incivility closed the identity document service in Tinqueux

A torrent of harsh comments fell on social networks as soon as the announcement, in December, of the shutdown of the issuance of identity documents in Tinqueux, a few kilometers from Reims (Marne), due to… incivilities.

However, the mayor, Jean-Pierre Fortuné (LR), remained straight in his boots.

“He is very close to his staff and there was no way it would continue like this.

The verbal attacks had become recurrent, he decided to mark the occasion,” reacts Joël Meunier, advisor in charge of trade and the economy in the town of Tinqueux.

Last December, the mayor had in fact decided to suspend the service for issuing identity cards and passports, forcing the local population (10,000 inhabitants) to fall back on neighboring municipalities, starting with Reims.

Not counting the residents of peripheral towns who represented half of the requests in Tinqueux.

“There is no controversy,” believes Joël Meunier.

Our municipal agents have simply been confronted with a lot of aggression in recent months.

Some users got angry because their photos were not considered compliant and others protested to see their file refused even though it was incomplete.

» The municipal councilor recalls that in normal times Trinqueux processes 40 requests for identity papers per week (3,500 per year during the Covid period).

An additional agent and online pre-registration

Two and a half positions are assigned to this service.

Their job is to receive users and register requests by retrieving completed documents.

“We are well aware that we are penalizing a large number of people while some adopt appropriate behavior,” recognizes Joël Meunier.

The mayor has therefore decided to lift the suspension of service by the end of February.

New measures will make it possible to better regulate its operation, such as the installation of an additional agent, at the entrance to the service, to check the files and the accuracy of the supporting documents.

“Administrators will have to pre-register online and complete the file,” announces the town hall.

And then they will have a meeting at the town hall to finalize their request.

This is a first filter, but we are well aware that not everyone has access to the Internet.

At the same time, we will offer solutions for people who are not equipped or not comfortable with IT tools.

The time to obtain an appointment currently ranges between five and seven days.
