Peißenberg will invest millions of euros in flood protection over the next few years.

But questions arose in the market council about this.

This question now came up in the market council.

Official statement raises questions

When development plans are drawn up or changed, the drafts are usually publicly displayed.

As part of the respective procedures, public bodies, among others, are called upon to provide technical statements.

Some authorities usually only transmit adapted text modules without any major relevance to the content.

The declarations are ultimately acknowledged and considered by the local council – before they disappear into the drawer.

At least that's the normal case.

However, when the development plan for the new “Holzner pressure tank” – or “blueFlux” site – was discussed at the most recent meeting of the market council (we reported), the statement from the water management office made people sit up and take notice.

According to an investor's plans, a production hall including offices and employee apartments is to be built to the west of the former BHS steel construction hall.

Regarding the project, the water management office stated that the flood risk in the planned area would be reduced through various flood protection facilities (rain retention basins on Hochreuther Straße and water extensions) in the Stadelbach water system - but: "According to the calculations of the flood risk maps, there is still a risk of flooding for the area extreme events.

In the event of extreme events, failure of flood protection systems cannot be ruled out.”

What is an “HQ extreme”?

According to statistics, a 100-year flood occurs at least once in 100 years, according to statistics: “It usually also forms the basis for local flood protection and the definition of flood areas.” In addition the residual risk of extreme flooding would remain.

An “HQ extreme” is what experts call a flood discharge that corresponds to approximately 1.5 times the discharge volume of a “HQ 100”.

The “HQ frequent” classification typically represents a 10-year flood.

Conversely, this means: There is no 100 percent security against flooding during heavy rain events.

Not even for a property like the one to the west of the steel construction hall, which is right next to the newly built rain retention basin.

According to the planning office NRT from Marzling, which was commissioned to change the development plan, the current problem is that there is still no data as to how effective the commissioning of the retention basin will be on the hydraulic outflows in a “HQ extreme”.

The planners see the water management office's statements as merely a “note to the building owner” – i.e. without any binding effect.

Among other things, the authority recommends that the top of the floor on the ground floor of the planned commercial location be set at least 25 centimeters above the top of the road or the site.

In the specific context, Walter Wurzinger criticized in the council debate that the developer should not be burdened with even more requirements when constructing the new company building.

The local council of the Free Voters also raised the issue to a higher level: “The points that the water management office puts forward have an impact on the entire town.” What Wurzinger meant by that?

The community has already invested a lot of money in flood protection (keyword: rain retention basin on Hochreuther Straße) and many more millions of euros are expected to follow in the next few years.

The agenda includes waterway expansions on the Wörthersbach in the Bachstrasse area, bypass piping and a rain retention basin in Fendt.

But the buildings are currently “only” designed for “HQ 100” plus a climate surcharge.

“And now the water management office is coming up with a 'HQ extreme'.

How stupid is that?” Wurzinger vented his anger at the authorities.

The water management office has always been involved in the previous flood protection planning.

“And now it is being said that the Wörthersbach will continue to be a risk.” Wurzinger asked the town hall administration to discuss the new situation with the planners responsible for the flood protection concept.

The district administrator should also be informed.

Because “somewhere you have to make a point and leave the church in the village.” The community now needs planning security when it comes to “flood protection”.

“If we spend millions, then it has to be done properly.

Otherwise the whole thing is for free,” says Wurzinger.

Bernd Schewe (SPD) also complained that the “HQ Extreme” was only a “theoretical value”.
