“Pedestrian zone, now!” for the entire Freising city center – that’s what various city council factions are calling for.

The SPD representatives think it's too early - and request that the matter be referred back to the planning committee.

Freising

- The people of Freising haven't really gotten used to the new traffic routing: the pedestrian zone between Schieder-eck and District Court Lane has been in place since December.

Some – pedestrians – still complain about too much traffic.

The others - businesses, restaurants and practices - have to struggle with the restrictions in a pedestrian zone.

Now, in March, the city council will discuss the big solution, the pedestrian zone from the Karlwirtskreuzung to Heilig-Geist-Gasse.

The SPD parliamentary group in the Freising city council believes that this is too early.

In a press conference, Teresa Degelmann, Peter Warlimont and Norbert Gmeiner explained why they have now submitted a point of order to transfer the city center traffic management back to the planning committee before the city council votes on it.

First talk to those affected, then decide: From the perspective of (from left) Norbert Gmeiner, Peter Warlimont and Teresa Degelmann, this is the right way forward when it comes to pedestrian zones.

“Not all aspects of the big solution have been examined yet,” said Teresa Degelmann.

It is essential to find a solution together with retailers and restaurants “that will ensure future viability,” as the city councilor said.

Those affected would not feel that they were being taken care of, and dozens of medical and physiotherapy practices in the city center also see themselves threatened by the measure.

No chance to establish yourself

Even in the current, small solution, some things don't work well, says Warlimont.

And in view of this, going for the big solution now “would only make the chaos even bigger.”

The SPD parliamentary group complains that the currently designated area has not yet had a chance to establish itself and has not yet been able to learn anything from it that can then be implemented and improved in the overall solution.

And since the city administration has not yet brought those affected on board, the Freising SPD has taken the trouble and started a survey among the traders: “We do not claim that it is representative,” said Degelmann.

The group wrote to 80 of 130 business and restaurant operators and received 25 responses.

“Some of them say the situation is threatening their existence and we have to take that very seriously,” she adds.

Many have problems with suppliers.

Because unlike in Munich, for example, Freising's shops cannot be approached from behind.

There are patients in physiotherapy and doctor's practices who will have to look for an alternative.

With a view to the current number of exemptions in the pedestrian zone, Warlimont said: “A pedestrian zone doesn’t actually provide for that.” He doesn’t know of any pedestrian zone that can be used by bike all day long.

The meeting zone, as it is now designated between District Court Gasse and Heilig-Geist-Gasse, is “a black structure under traffic law” which, with the countless special permits, would then be “replaced by another black structure under traffic law.”

In fact, the Freising police have warned several times that, from a traffic law perspective, there is no meeting zone like that found in Freising city center.

In 2013, Norbert Gmeiner was involved as a city councilor in the decision-making process for the pedestrian zone that has now been implemented.

“At that time we had intensive discussions and got everyone on board.” Warlimont adds: “And everyone was always so proud of how things went back then.” The city now has to involve people again in the same way as back then.
