Unfortunately, the announcement did not really surprise anyone who knows the Russian prison system today and the horror of the treatment meted out to inmates there.

Since his incarceration, Alexeï Navalny had been sent 27 times to the solitary confinement, in very small isolation cells with a cement floor and a simple board to lie on.

The prisoners are subjected to the most total arbitrariness, on the part of the guards but also the detainees.
