Highlights: Police, town hall and justice join forces to combat drug dealers in Bordeaux. In 2023, 206 operations were carried out on rue Élie Gintrac, in the Capucins district. On January 11, the anti-crime squad seized nearly €30,000 as well as 2.6 kg of cocaine. 80 tort fixed fines (AFD) were issued in this sector last year, or around 7 to 8% of the total volume of AFDs, police say.

In 2023, the national police carried out 206 operations at the deal point on rue Élie Gintrac, in the Capucins district. The Bordeaux town hall and the public prosecutor are also helping to eradicate the nuisance caused by drug dealers in the neighborhood.

Le Figaro Bordeaux

Confronted for many years with the problem of drug trafficking, the Capucins district in Bordeaux has been making headlines again, since a demonstration by several local residents in front of the town hall on February 10, denouncing

"the permanent occupation of their neighborhood by drug dealers

.

This point of deal is in the sights of the town hall, the national police and the Bordeaux public prosecutor's office, who are working together to try to resolve it.

Located in rue Élie Gintrac, a landlocked area with little road traffic linking Place des Capucins to Place de la Victoire, this Bordeaux deal point is

“atypical”

, explains Commissioner General Éric Krust, of the interdepartmental police directorate. national (DIPN), because it is located

“at the crossroads of extremely traveled paths”

.

The presence of a majority of

“monotyped”

businesses and unused real estate also contributes to an

“impression of no man's land”

, explains the Commissioner General.

In 2023, 206 operations were carried out on this deal point, one of 21 in Bordeaux.

On January 11, the anti-crime squad seized nearly €30,000 as well as 2.6 kg of cocaine.

Last year, 80 tort fixed fines (AFD) - allowing a criminal sanction to be imposed in the absence of a trial - were issued in this sector, or around 7 to 8% of the total volume of AFDs, specifies Éric Krust.

70 people were taken into custody, including 16 who have since been detained or sentenced to prison.

At the beginning of December, a team was dismantled, leading to the seizure of eleven vehicles and a fine of more than 100,000 euros for three dealers convicted in January.

“An untenable situation for local residents”

This deal point is, however,

“a fault line between the Bordeaux of the past and the Bordeaux of tomorrow”

, analyzes Éric Krust,

“which becomes more complex with the arrival of new occupants”

.

For him, the security response cannot be sufficient to sustainably stem this phenomenon, which has been fought for several years by the police.

“We hurt them very badly last year”

, summarizes the general commissioner, but

“as nature abhors a vacuum, these networks are reconstituting themselves, sometimes with new teams”

.

On February 14, a police operation made it possible to check 50 people, draw up four AFD and three reports for consumption of alcohol on public roads.

“This type of operation will be renewed every week in the Élie Gintrac sector”

, specify in a joint press release the prefecture, the Ministry of Justice, the national police and the city of Bordeaux.

Every week, at least one operation is carried out by the police, adds Eric Krust.

In the last ten days, seven interventions have taken place on this point of deal.

Although ensuring the safety of residents is the prerogative of the national police, the Bordeaux municipality is working to improve the living environment of local residents, by taking measures to limit nuisance.

Rue Élie Gintrac is one of the city's

“major concerns”

, says the deputy mayor for security, Marc Etcheverry, while recognizing

“an untenable situation for local residents”

.

The elected official therefore wants to

“maintain and increase”

the passage of municipal police officers.

The right calls for

an ambitious urban project

In addition to being the target of an amplification of police action, this deal point is also a political subject, two years before the next municipal elections.

Nicolas Florian, former mayor (Les Républicains) of Bordeaux and opposition municipal councilor, held a press conference this Friday, accusing his successor, Pierre Hurmic, of

“deferring”

to the State or the previous majority,

“ to pretext inaction

.

Elected officials from the right and center of the Bordeaux Ensemble group demand that the Capucins district

“be the subject of an ambitious urban project”

, that more mediators be deployed and that the municipal police be present on a continuous basis

“with patrols pedestrians in islands in order to harass traffic

.

However, mediation is already one of the areas that the environmentalist municipality wishes to develop, in

“all areas where there is a lack of dialogue”

, in order to

“defuse conflict situations”

before involving the municipal police, who will spend

“at least three times a day”

rue Élie Gintrac, replies Marc Etcheverry.

On these petty quarrels between the municipal majority and opponents, the DIPN is content to observe that two video surveillance cameras were installed by the previous municipality in this sector and that environmentalists added a third and soon a fourth, attesting to a common desire to act.

Éric Krust testifies to a

“real synergy”

between the national and municipal police but recalls that the nuisances linked to this point of deal did not appear by magic in 2020, although they have

“gained in sensitivity”

in recent years.

In one year, 57 obligations to leave the territory

In addition to the combined action of the national and municipal police, this deal point is part of a local delinquency treatment group (GLTD), created in 2021, specifies Frédérique Porterie, public prosecutor of Bordeaux.

This system, deployed nationally

“in order to develop rapid and firm responses”

, aims to target

“a priority public action site by associating the different actors concerned and to achieve reinforced coordination of the action of the services of police and justice

.

Between September 2022 and October 2023, the GLTD of the Marne - Saint-Jean zone, which includes the deal point rue Élie Gintrac, notably identified 1,337 procedures, more than double than during the previous ten-month report.

286 people were brought before the prosecution, 704 sentences handed down.

57 obligations to leave French territory were issued, as well as 121 fixed fines and 14 bans on carrying weapons.

A

“positive observation”

which led to the renewal of this GLTD in 2024, specifies the prosecution,

“knowing that the streets Élie Gintrac, des Faures and des Menuts have never ceased to be at the heart of the combined action of police forces, the municipal police and the public prosecutor's office"

, adds Frédérique Porterie, who in turn insists on

the "strong emphasis placed on the almost daily checks"

of the DIPN as well as

"the correlative action of the town hall on the cleanliness of the premises

.
