Federal government decides to change the distribution key

Actually, the budget was dry on December 17, 2023.

On that day, the district council approved the figures for 2024. Also in December, the federal government decided to change the distribution key for income tax for the 2024 financial year, in which the municipalities also participate.

This was submitted to the Bundestag for resolution in January, and the Bundesrat is also expected to give its approval in April.

Additional spending eats up additional income

What this means specifically for the district is that the levy capacity increases – in his case by around 4.9 million euros.

Too much to simply ignore.

“The legislature does not provide any specific figures, but in the event of a 'relevant increase' a supplementary budget must be passed,” explains district treasurer Gerhard de Biasio.

“Even if in our case the additional expenses completely eat up the additional income.”

More district and also more district levy

In the current year, the district will collect almost 2.6 million euros more in district levy from its municipalities due to the change in the distribution key.

At the same time, he also has to pay more money to the district (almost 1.1 million euros) and to the Free State through the hospital levy (around 605,000 euros).

As if that weren't enough, the key allocations from the Free State to the district will be reduced by around 589,000 euros.

The bottom line is around 300,000 euros.

Special meeting on February 28th

This money has already been budgeted.

The district treasurer needs it for the public transport department.

Almost 262,000 euros are needed for student tickets, which, contrary to expectations, are not included in the MVV's total costs.

And a total of around 215,00 euros from the money that the district received in 2022 via the “Corona public transport rescue package” must be paid back this year to the government of Upper Bavaria and Regionalverkehr Oberbayern (RVO) GmbH.

“This also reduces our annual surplus,” says the district treasurer.

“It has fallen by around 180,000 euros to 138,000 euros.” Nevertheless, it is still a balanced budget.

It will be discussed in advance at a special meeting of the district committee on Wednesday, February 28th.

Immediately afterwards, the district council will meet as planned in the Seeforum in Rottach-Egern.

He has the final say when it comes to money.

Very few people pass their budget on time

A supplementary budget so early in the year is unusual.

Around 80 percent of Bavarian districts have not even passed their regular budget at this point.

A procedure that is also common in cities and municipalities and tolerated by the legislature.

“The advantage of this is that reliable data is available,” says the district treasurer.

He himself prefers to prepare the figures early - even if it means that he has to forecast in late summer how much money will be in the till at the end of the year.

In the past, Biasio has usually done well with this.

“We last had a supplementary budget in 2014,” he remembers.

“At that time, borrowing was necessary because of the new school buildings.”
