Waakirchen – The fact that the extension to the town hall in Waakirchen is to become an extension was a surprise to many visitors to the recent information event.

But the space requirement is there.

A good two years ago, the municipality of Waakirchen acquired the representative savings bank building on Tölzer Straße in order to set up its new and contemporary town hall there.

In order to accommodate all offices and offices for the approximately 20 employees as well as the meeting room and, if possible, the community library, there was talk of an extension early on.

Mayor Norbert Kerkel announced last summer that this expansion would not be small.

The local architectural firm Hagleitner was the only applicant to submit a planning offer at the time and now presented the designs for the expansion.

Solution based on the community

As a solution to the above-mentioned space requirement, Hans Hagleitner presented a new building to the east of the existing building, also on community-owned land, to around 60 visitors.

Due to the rising topography, the extension is 1.5 meters higher than the old building and is slightly offset to the south.

In addition, its 23 by 15 meter floor plan - at the suggestion of district architect Christian Boiger - is oriented towards the eastern property boundary and is therefore not entirely parallel to the existing building.

In the future, a pedestrian and cycle path will run along the said eastern border into the town center.

A glass bridge then connects the old and new buildings.

The structural intervention in the existing building is minimal; the breakthrough is limited to the first floor; only the above-ground garage is to be demolished.

The design was well received: the graphic shows the southern view of the old and new buildings (view from Tölzer Straße), which are connected by a glass bridge.

Plans for design

On the ground floor of the new building there is space for the meeting room as well as a library and rooms for catering or a café.

This means that receptions or something similar could also take place here on around 100 square meters - in the sense of a “living center for local democracy,” said Hagleitner.

For the “Bib”, eight deciduous trees will be planted outside and provided with permanent benches, which will in future serve as shady outdoor reading islands.

There is space left on the upper floor and attic for administration and social rooms, although the rooms could also be variably divided and even rented out.

A room on the upper floor is intended to be used as a registry office or, if necessary, as a meeting room, for example for consultations with the Sparkasse, which will retain the self-service locker for the lockers and an (external) ATM in the foyer of the old building.

The new building will have a separate entrance to the north, which can be accessed from the new parking lot.

Only a few (wheelchair-accessible) short-term parking spaces are intentionally provided here, because the existing garage can be replaced by at least 23 parking spaces under the extension.

In general, the new town hall is almost completely barrier-free.

Hagleitner: The purchase was a stroke of luck

At the information evening, Hans Hagleitner spoke of a stroke of luck that the community acquired the representative building that he himself had planned 20 years ago.

Since the inauguration in 2005, his office has been in the attic.

“The building has hardly aged,” said Hagleitner, who even back then relied on sustainable and robust building materials such as brick, natural stone (tuff) and wood.

He also wants to follow this construction method for new buildings.

The roof area, which according to the plan will be completely covered with solar modules, should also be used sustainably.

“We have accommodated everything down to the square meter in terms of usable space” – in accordance with the goal set by the local council: “As much as possible, as little as necessary”.

In the old building, the attic will initially remain rented out; the passport office and mayor's office will be on the ground floor, with additional administration rooms on the floor above.

Around 600 square meters of usable space would be available across both buildings.

“There is no luxury there,” emphasized Hagleitner.

Overall, the concept for the new town hall was well received, even if the size of the extension surprised some.

Hagleitner received applause from the audience for his remarks, but also critical questions regarding the construction costs.

He won't get the latest figures until March, but it will be "a normal cost framework".

Kerkel: There is a need for space

When asked the other way around about the municipality's budget, Mayor Kerkel didn't want to "put out" a number at the moment.

“When we get to that stage, we can say more.”

The space requirement is definitely there.

Increasing digitalization would not change this.

The current community headquarters on Tegernseer Strasse is too small – “some of us are sitting on top of each other like pegs” – and the structure of the building means it can no longer be used for much longer.

“We need a functional town hall relatively quickly,” Kerkel made clear.

The consensus in the local council is to conduct tough negotiations with the project developers.

As with the Waakirchner fire station, the municipal housing company WBW KU will be responsible for the construction.

The district architect present also liked the designs and various options for using the space.

“It is one of the most difficult structural tasks to expand an existing building.

“It happened here in a decent and pleasant way,” praised Christian Boiger, who immediately took over the closing words of the information evening: “This is not just a town hall, but a building block for the Waakirchner town center.”

Open ear for ideas

Ideas from citizens for public areas, such as the library, can be brought to the administration in the next few days, said Mayor Kerkel.

The spokesman for the AK-Ortsmitte, Balthasar “Hausl” Brandhofer, also recalled the preliminary work of the initiative, such as the citizen survey and the model for the town center created from it.

Before Hagleitner's presentation, external city planner Vera Winzinger explained her initial ideas for the new Waakirchner town center.
