The heating transition is apparently not succeeding as the government had hoped.
This is shown by recent developments in the sale of oil and gas heating systems.
Berlin – Setback for the heating transition: Despite the heating law, sales of oil and gas heating systems are apparently booming.
The goal of the traffic light coalition, according to which 500,000 heat pumps are to be installed in Germany from 2024, is unlikely to be achieved so quickly.
The reason for this development could be, among other things, the uncertainty among consumers in the wake of the Building Energy Act.
Setback in the heat transition: High demand for oil and gas heating despite the Building Energy Act
After a decline in 2022, sales of gas heating systems rose sharply again last year and reached a record level: 790,500 boilers were sold in 2023.
This corresponds to an increase of 32 percent.
Sales of oil heating even doubled compared to the previous year to 112,500.

There were already signs of a comeback in the purchase and installation of oil heating systems at the end of 2023.
At that time, the Federal Association of the German Heating Industry (BDH) said that more than twice as many oil heaters were sold in the first half of 2023 as in the previous year - a total of 48,500 units.

Gas heaters made up the largest share of the systems sold, of which a total of 385,000 units were sold, around a third more than in 2022.
It should be taken into account that relatively few systems were sold in 2022 due to supply uncertainties and fears of rising energy costs.
High demand for oil and gas heating - sharp decline in pellet heating and heat pumps
While oil heating systems continue to be in high demand, demand for pellet heating systems collapsed.

, only 28,000 pellet heaters were sold in 2023, 57 percent less than the previous year.
This has an impact on the share of renewable energies in the heating market.
According to the Federal Environment Agency, this was recently around 18 percent.

the Federal Heat Pump Association (BWP) only expects sales of around 260,000 devices for 2024. In 2023 there were still 356,000.
This could have the following reason: “We see the uncertainty from the heating law,” said managing director of the Federal Heat Pump Association (BWP) Martin Sabel in a press conference at the end of January 2024.
Markus Staudt, General Manager of the Federal Association of the German Heating Industry (BDH), considers it unrealistic that the traffic light will achieve its heat pump target in light of recent developments.
“We expect sales this year to be at the level of 2022,” he told the
world.
But that would only be just under half of the politically desired expansion.
Habeck's building energy law caused traffic light trouble
The Building Energy Act has caused unrest in recent months like no other law.
Since January 1st, 2024, every newly installed heater must comply with the Heating Act
to at least
65 percent are powered by renewable energy.
However, the law initially only applies to new development areas.
For new buildings outside of new development areas, the regulation will only apply from 2026 at the earliest. (bohy)
