The decision to return the residents to Otef is an irresponsible decision, an unfortunate decision.
No one gives guarantees to the residents of the Otaf, not the Minister of Defense, not the Prime Minister.
No one guarantees that everything will be quiet, that there will be no infiltration by terrorists, that there will be no rockets, that there will be no red color alarms.
It should be clear: until there is complete security, we cannot return.
Until there is a demilitarized zone, we don't get to live in the Gaza Envelope.
Education will not be opened until the abductees return.
On October 7, we lost confidence in the army and the state.

The heads of the authorities in Otef were wrong - it was forbidden to open the education systems.
There should be a clear statement from them that as long as there is no complete security, they will not return and they will not open the education systems.
There are educational systems in the hinterland settlements, to which the students can be sent.
The most important thing for us as Otaf residents is security.
We must be sure that it is safe here;
that army companies be inside the kibbutzim and take responsibility for the security of the settlements;
There will be an expanded buffer zone of at least two kilometers.
Only then will we return.

Our feelings in the Gaza Envelope are that the high command echelons of the army, of the Iman, of the Shin Bet and of the government lived under the concept that everything is quiet, and that the removal of the Palestinian workers will calm the situation.
In practice, it probably made the situation worse.
For years the army operated with a defensive rather than an offensive mindset.
Defense has become the most important thing for the army.
Always defend, always contain.
Years of containment and defensiveness brought October 7th.
I do not see the future as long as the abductees are not at home, and Hamas still exists and fires at Israel.
Israel cannot declare the end of the war as long as this reality continues.
It is still not safe to return to Otef as the army thins out the forces in the Strip, and Hamas is rehabilitating in the north and center.
Who guarantees us that there will be no further intrusion?
We relied on the barrier that the army set up, the barrier collapsed along with the measures of containment.
We have experienced speeches that tell us to go home too soon.
