An agent at the city of Marseille accused of having demanded bribes against social housing

Gifts, perfumes and bribes for social housing: an administrative agent in the city of Marseille has been on trial since Monday for corruption, fraud and forgery, alongside thirteen accomplices and intermediaries.

The intervention of Rosina Livolsi, an official in the housing department of the town hall of the 2nd and 3rd arrondissements, cost between 1000 and 4000 euros, according to the accusation.

However, although the investigation identified around forty complainants, none became civil parties.

“She asked me for 2,000 euros in November 2017. She showed me two apartments and I have had no news

,” attested a mother.

Another reported:

“She said she was going to help me.

I brought him a perfume for 60 euros, a big bouquet of flowers.

I have been coming for two years with gifts

Having joined Marseille town hall in 1998, first in the office of mayor LR Jean-Claude Gaudin, Ms. Livolsi chose, in 2015, the housing department of a sector town hall:

Fake social landlord agents

On sick leave in March 2018,

Many people showed up at the town hall to demand news of their housing application, citing the bribes paid.

After having denied it for a long time, Rosina Livolsi, aged 52, admitted the facts during a second police custody, in 2022. But

“I am not going to bear the blame alone”

Apologies at the bar

Before the General Inspectorate of Services, the civil servant had accused the sector mayor and her cabinet director of receiving envelopes.

At his home, investigators discovered certificates from officials claiming to have paid bribes to a departmental councilor responsible for housing.

In court, the defendant, however, admitted that they were false:

“I was in a catastrophic spiral, I apologize,”

she admitted, admitting that these accusations against elected officials,

“that was not intelligent

.

The lawyer for the city of Marseille, Me Benjamin Liautaud, said he was waiting for the judgment so that the municipality would take a disciplinary decision on this employee, who has been on sick leave since November.

She had already been sanctioned with a six-month temporary exclusion for two convictions, in 2020 and 2021, for abuse of weakness, counterfeiting of checks, fraud and aiding illegal stay by organizing a false marriage.

The debates are scheduled for two weeks.
