Because of the dispute over the budget, the federal government suspended certain funding programs from KfW and BAFA.
Now homeowners can breathe a sigh of relief.
KfW funding starts again.
Berlin – In December 2023, the traffic light coalition stopped a number of funding programs.
There were enough reasons for this: the type of financing for some programs was uncertain since the Federal Constitutional Court triggered the budget dispute.
Other programs had been so successful that the funds had simply been used up.
Several KfW programs are now starting up again.

KfW funding programs – funding starts on February 20th
The funding programs for climate-friendly new buildings (KFN), cooperative living and age-appropriate conversions will start from February 20, 2024.
As the Federal Ministry of Housing, Urban Development and Construction announced, interested parties can submit the relevant applications on the KfW Bank website.
“Every euro in funding triggers orders in the craftsmen’s books and stimulates domestic demand.
These are exactly the impulses we need now,” said Klara Geywitz, Federal Minister for Housing, Urban Development and Construction.

This starts with the KFN, the funding program for climate-friendly new buildings.
A total of 762 million euros will be available for this in the form of low-interest loans in 2024.
More specifically: The end customer interest rate should be 2.1 percent, which, according to the minister, is far below the usual market interest rates for building financing.
“This brings construction back to an affordable scale,” explained Geywitz.
Loan amounts of up to a maximum of 150,000 euros (climate-friendly residential building) or 150,000 euros (climate-friendly residential building with the Sustainable Building quality seal) are possible.

The program promotes the construction and initial purchase of newly constructed, climate-friendly residential and non-residential buildings.
To do this, they must fall below specific limit values for greenhouse gas emissions in the life cycle.
Investors, cooperatives and companies can benefit from the KFN just as much as private individuals.
Municipalities and districts receive further investment grants.
The second program to start again is cooperative living.
According to Geywitz, this started with six million euros in 2022, reached nine million euros in 2023 and now the government is providing it with 15 million euros for 2024.
With the program, the government wants to support people who set up a cooperative in order to then build.
The instruments for this are low-interest loans and a repayment subsidy.
Depending on the term, the interest rate will be between 2.0 and 2.5 percent; those interested can take out a loan of up to 100,000 euros.
The funding is available both when setting up a new property and when participating in an existing housing cooperative.
Renovations are also subsidized
And most recently, KfW Bank is launching the Age-Appropriate Remodeling program.
As the name suggests, this promotes the barrier-free conversion of apartments.
Last year the program supported 31,000 apartments or single-family homes.
In 2024, 150 million euros will be available for this.
This would correspond to double the amount from the previous year.

Individual measures receive a subsidy of up to 2,500 euros, the BMWSB announced.
These include, for example, installing a floor-level shower, removing door thresholds or installing elevators.
Homeowners who convert their house to the “age-appropriate house” standard receive a refund of up to 6,250 euros.
Construction industry criticizes housing policy: “Important projects are stuck”
Despite the restart of the funding programs, there are warning words from the construction industry.
A two-month funding gap would be closed, but there would still be a lack of a “consistent and reliable housing policy”.
The Bundestag must debate an increase in funding by summer at the latest, said Tim-Oliver Müller, managing director of the Main Association of the German Construction Industry.
“On the other hand, there is a lack of comprehensive prioritization at the federal and state levels to eliminate the housing shortage.
While Federal Minister Klara Geywitz is campaigning for a more reliable line in housing policy, important projects are stuck in the Federal Council,” complained Müller in an association report.
The Federal Council must “finally give up its blockade on the Growth Opportunities Act”.
The industry needs more clarity and security for entrepreneurial activity - and ideally for several years.
