It is another and probably last attempt to build a new cabin at the Peißenberg ice stadium: The responsible main club of TSV Peißenberg is now aiming for a container solution.

Nothing has been decided yet, but the association council gave the presidium the green light to start detailed planning.

– The changing rooms for the ice rink, which are housed in an extension of the “Rigi-Rutsch'n” operations building, have been dilapidated for years and are too small for the needs of stadium operations.

Replacement solutions have been thought about for many years.

Plans were drawn up and then rejected - as was the case for the unfinanceable “active center” or the variant with an investor and the combination “cabin wing/housing” (we reported).

Solid construction has long been off the table.

“We have now decided to go full throttle when it comes to containers,” said TSV President Stefan Rießenberger at the club’s most recent meeting.

The committee usually meets privately and in a set group with representatives of the 21 TSV divisions.

But this time, among others, the TSV stadium administration and even the press were invited.

The Presidium wanted to create the greatest possible transparency.

Stefan Rießenberger explained what exactly was at stake right at the beginning of the meeting: “We want to get an opinion.

We are not voting on a sum worth millions today.” In plain language: The main club wanted to hear from its division representatives whether the proposed container solution for the new cabin construction at the ice stadium should be pursued further.

Opinions should be obtained

And this is what the plans so far look like: The TSV executive committee has contacted an Austrian manufacturer of container buildings.

The specialist company would install six cabins, each with 40 square meters of usable space, plus sanitary areas, offices, drying rooms and ticket booths, ready for use, for 450,000 euros on the existing foundation at the former roller skating place - and in a relatively short time.

The assembly of the containers at the factory in Wiener-Neustadt would take around twelve weeks.

The installation on site would be completed in just two weeks.

The cost list also includes the connection costs (almost 100,000 euros), the equipment (50,000 euros), the laying of a cut protection floor (also 50,000 euros) and the design of the outdoor facilities (100,000 euros).

All in all, this would result in a total amount of around 750,000 euros, which, according to the TSV president, is “calculated very, very high”.

“We can afford that as a club,” emphasized Rießenberger.

According to reports, not everyone in the ice hockey division or the “Miners” is happy with the container solution.

But the TSV main club cannot and does not want to burden itself more financially: “It is a simple design, not a luxury.

“Everything else is not possible in the current situation,” explained Rießenberger.

In the subtext this means: either containers or no new cabin wing at all.

To finance the project costs, the TSV wants to contribute ten percent equity.

It is hoped that 45 percent of the remaining amount will be funded by the BLSV.

The community is expected to raise 200,000 euros.

The construction cost subsidy, which was basically approved by the Market Council in 2020, is currently on hold.

However, Mayor Frank Zellner, who was also present at the club council meeting, signaled that the market council would still like to make the funds available to the TSV: “At least that is the preferred option.” Last but not least, the TSV would have to raise around 200,000 euros in outside capital. to finance the container modules.

This was also classified as “feasible” at the club council meeting.

Membership fees from other divisions should remain

The club's management asserts that debt service should not be financed through general TSV funds, but rather entirely through the separately managed “Ice Stadium” cost calculator.

“We do not want any increase in the membership fees of other TSV divisions,” explained Manfred Fichtner, the technical director of the TSV.

However, the hourly rental rate for hobby teams should definitely be increased.

They currently pay 145 euros for an hour of ice time.

With improved infrastructure, the aim is to increase the rate significantly.

The “ice hockey” division should also be taken into account.

Rießenberger spoke to the club council about “many, many hours of work” that the “miners” had to put in as their own contribution.

But that alone won't be enough: the division will also have to give more money to the main club financially.

The “Miners” are currently paying a comparatively manageable amount of around 16,000 euros to the main club for the assignment of the advertising rights in the ice stadium.

“We will increase it,” announced Rießenberger.

By the way: The “miners” don’t pay anything for the ice times – unless the usage times are after 8 p.m.

As it was said in the meeting, even the commercially oriented Miners first team (where players are paid) would train before 8 p.m.

Ergo: There are no payments to the main club for ice times for the division, which generates a six-figure amount of sponsorship money.

Maintenance costs have been reduced

But how can debt service be serviced from the “ice rink” pot alone?

A few years ago, when a new Zamboni (ice processing machine) had to be purchased, the TSV was so cash-strapped that the municipality had to cover the leasing payments.

In the meantime, Rießenberger confirmed, we would “work more effectively” financially.

The maintenance costs have been reduced and there will no longer be any compromises when it comes to the start of the season: “We definitely won't be making ice cream at 30 degrees.

The season will not start before mid-September,” Rießenberger made clear.

A maximum debt service of around 1,800 euros could be raised from the “ice stadium” pot.

However, the aim is not to exhaust this volume, but rather to create a buffer for extra-scheduled maintenance measures in the ice rink.

Of course, annual municipal subsidies, which amount to around 80,000 euros per year, flow into the TSV's “ice stadium pot”.

Will the municipality with weak tax power be able to deduct the amount in the future?

Frank Zellner is enough of a political professional not to make any promises on this issue at the club council meeting: “We have it included in our further planning – from today’s perspective.

But I can't guarantee it forever." The town hall boss still exuded optimism: "You shouldn't commit suicide just because you're afraid of death.

That’s why the community grant should continue.”

Nevertheless: There remain many risks for the TSV main club.

The presidium was given the task of planning the container solution in detail by the association council with a clear vote (28 votes in favor, six against and one abstention).

But what if the costs of the project get out of hand or the ice rink is no longer financially viable?

“There can always be a worst-case scenario that the back there is closed,” admitted Rießenberger.

The container solution therefore has the “charm” that the modules can be sold again in an emergency: “There is no risk that there will be a ruined building at some point.” But Rießenberger is interested in a sustainable solution – if only for personal reasons: “ If I lay an egg in my nest now, then I'll never find a successor," said the TSV president.
