The first instance trial of Laurent Rivoire opened in September 2021 before the Bobigny criminal court.
Prosecuted as president of the city's social landlord – the mixed economy company (SAEM) Noisy-Habitat – he was suspected of having committed irregularities in the award of 22 public contracts.
Eight other defendants, including several business leaders, appeared alongside him.
The hearing ended in a general acquittal.
The Bobigny public prosecutor's office, which had requested a three-year suspended prison sentence for the former councilor, then appealed.
Two other defendants, Sébastien M., the general director of SAEM, and Jocelyn D., a consultant working for the social landlord, were also targeted.
Several civil parties also appealed this acquittal on civil interests.
