A woman from Eching has had a little odyssey.

She actually just wanted to use a pass that would offer socially disadvantaged people more participation.

– She was already looking forward to “her” district pass.

“A great facility for socially disadvantaged people,” says Claudia T. (name changed).

The pass not only entitles you to purchase the Isar-Card S (social ticket), which allows you to travel on the S-Bahn and subway much cheaper, it also indirectly enables discounts for (cultural) events or entry to municipal facilities such as swimming pools.

But using it put the woman from Eching to a tough test.

What works in Munich doesn't work everywhere

She first found out that such a pass existed through an article about “Cultural Participation in Neufahrn” in the Tagblatt.

Claudia T.: “I have to say that I was in a different health and financial situation until 2018.” But then the money became tighter - and the woman from Eching grabbed the necessary documents, drove to the district office and got it annually issue a valid district pass.

While MVV use was the slightest problem (“Good for me because I go to Munich for therapy every week”), “cultural participation” turned out to be much more challenging.

For example, while T. was able to get reduced admission to the Kunsthalle in Munich without any problems, things became more complicated in her home community of Eching: “Unfortunately, the ladies at the citizens' office didn't even know that this even existed,” she remembers.

It was only after research that they were able to help her.

In Neufahrn, where a so-called “cultural social ticket” was introduced in the summer of 2021 based on the district pass, she learned that it is available in principle - but can only be purchased at the box office.

“If it still exists,” says the woman from Eching.

In addition, the respective artists apparently have to explicitly approve the discounted tickets in advance of their concerts.

“It's almost clear that people like me have bad cards at sold-out events.” Or none at all.

But the woman from Eching doesn't want to give in.

After all, you save a lot of money with the district pass.

According to Claudia T., a ticket for the Eching community center only cost her four euros instead of 28, and she was able to get into an event at the Neufahrner OMG for two euros instead of the regular 21 euros - a reduction that definitely deserves its name.

Too few communities are taking part so far

But there is good news for T. and other citizens who rely on such accommodation.

The starting signal for the Freising social pass will soon be given - an expansion of the previous district pass, which explicitly also includes the areas of culture, sport, education and leisure.

Sounds like standardization and more transparency.

Where the new pass will apply in the future is primarily up to the municipalities.

And they are still shy, as district office spokesman Robert Stangl said when asked: “We currently have three official commitments from municipalities that want to participate: Freising, Moosburg and Hallbergmoos.” Neufahrn’s mayor Franz Heilmeier has also expressed interest in writing.

Since the district committee's decision states that there must be at least ten municipalities as a condition, Stangl continued, the municipalities have now been written to again and reminded.

“However, a start on March 1st seems unrealistic,” says the spokesman.

When the time comes, the results will be published on the website www.kreis-freising.de.

Oh yes: As it recently emerged, Claudia T., who receives a temporary disability pension, would actually not have been entitled to the district pass due to the time limit.

“But I would get the Freising social pass,” she has already found out.

The woman from Eching has nevertheless lost some confidence: “Mistakes happen.

But if the office doesn't know...” Let's hope that the new passport meets its expectations - and Claudia T. is spared another odyssey.

Good to know

All citizens who receive benefits such as basic security in old age and in the event of reduced earning capacity, unemployment benefit II and social benefits or benefits under the Asylum Seekers Benefits Act, who do federal voluntary service or a voluntary or ecological year are entitled to use the district pass, which is still valid.
