The Guardia di Finanza, on the orders of the investigating judge of Rome, executed a seizure decree worth 20 million euros against a company providing services for public and private businesses, and in particular tickets and meal vouchers.


    "The provision is adopted for administrative offenses - explains a note from the Rome Prosecutor's Office - dependent on the crimes of fraud against the State and disturbed freedom of auctions perpetrated, for the benefit of the entity, by 4 legal representatives who have succeeded one another over time".


    The investigations carried out by the Economic-Financial Police Unit of the Guardia di Finanza of Rome "have made it possible to reconstruct conduct, in the hypothesis of fraudulent accusations, in participation in a tender for the assignment of the meal voucher service for the Public Administration for an estimated amount based on the tender equal to 1,250,000,000, which would have resulted in the illegitimate awarding and related execution of 4 lots for a total value of approximately 580 million euros to the advantage of the company", adds the note from the Capitoline Prosecutor's Office.


    According to the accusation, "the successful company and issuer of the meal vouchers, during the submission of the offer, falsely declared the equivalence between the discount (or "discount") applied to the PA and the commission (or "unconditional discount" ) applied to the affiliated businesses, a prerequisite established under penalty of inadmissibility by the tender law.


    With the stipulation of parallel agreements, however, the successful company would have effectively passed back part of the expected commission to the affiliated businesses, thus applying a greater discount than that practiced to the Public Administration and, thus, violating the rules imposed by the tender".
