Until now, building applicants have contacted their municipality and submitted their building application in paper form.
That was once.
Now comes the digital building application.

– From March 1st, construction documents can also be submitted online and will initially end up directly in the building administration of the Freising district office.
At the presentation, Michael Hildenbrand, the head of the Construction and Environment Department, said it was nothing less than “a paradigm shift”.
And this is how it works: The Free State provides digital forms, so-called “online assistants”, via the so-called Bayern portal.
These (largely) replace the publicly published forms that must be used when submitting in paper form.
The registration
Architects or planners who are allowed to submit such building applications can register on the Bayern portal, and the building templates are then uploaded as files in PDF format using the online assistants.
“The system is intelligent in terms of building law,” said Hildenbrand.
Meaning: “It guides you through the questions, depending on the previous answers.”
This means that large-format plans in particular can be extracted and submitted directly from the CAD program, instead of having to laboriously print and fold them, as was previously the case.
Based on the land number of the property to be developed, the building application is then automatically sent to the correct building supervisory authority.
Applications from the Freising urban area continue to go to the city administration, as it is itself the building supervisory authority.
If it is a building application from one of the other 23 municipalities, the district office receives a message that an application has been received.
“We then forward this internally to the responsible employee – depending on the municipality,” is the further procedure.
If documents are missing, the district office will take care of requesting them and completing the application.
Only then will the documents be sent to the relevant municipal administration.
“This is a service on our part for the communities,” emphasized Hildenbrand.
The acceleration
At the same time, other bodies to be involved, such as the areas of nature conservation, water law or other authorities such as the Water Management Office or the Office for Food, Agriculture and Forestry, would be included at this point, which would speed things up significantly.
The law still allows for the possibility of submitting the building application in paper form, but even then, from March 1st, the building supervisory authority, i.e. the district office, will be the first recipient.
“Our goal is to also process these applications digitally.
That means we scan the documents and process them digitally.” Hildenbrand: “It must be possible for no one to have to print anything out anymore.”
