The municipality of Moosinning has to tighten its belt

Moosinning – The preliminary budget discussions on Tuesday in the Moosinning local council lasted over three hours.

The 2024 budget will then be passed in the March meeting.

It was clear from the start: the community had to tighten its belt very tightly.

In contrast to previous years, when the budget was discussed in advance in the committee, this time the entire committee was involved.

“It’s a different mode this year,” said Mayor Georg Nagler (SPD), adding: “It’s a very challenging budget.” The municipality will receive a key allocation of 850,000 euros, he explained.

“I would be happy not to get any, then we would be more liquid.”

The minimum transfer from the administrative budget to the asset budget should actually be around 559,000 euros, “but we can’t do that at the moment”.

The mayor pointed out the clubs' generous support for years and said he also sees the current situation "as an opportunity to clear out the budget".

Georg Nagler pointed out: “We have big things on the agenda that we cannot handle as we planned.” Of course, you can only save on voluntary services and not on compulsory tasks.

The largest project is the children's home in Eichenried.

Renovation, new construction and conversion are estimated at 8.1 million euros (we reported).

He recommended putting the “great project” on hold, “because we could only manage it through loans and that would tie us up too much.

But we need a buffer and room for maneuver.”

Managing director Silvia Hermansdorfer proved to be a constant reminder.

“It is not enough if the minimum supply is reached.

“We have to bring in additional money for investments,” she said plainly.

“We can’t keep selling something, at some point everything will be sold.”

Then it was time to get down to business.

Starting with a possible cancellation of the Munich allowance for municipal employees (120,000 euros) or advertisements in newspapers (4,000 euros), it continued with municipal traffic monitoring, “for which we are currently paying extra,” as the mayor explained.

The subsidies for active fire department members also came under scrutiny, and Hermansdorfer said: “We will also have to cut out things that have already become commonplace.”

“I am a little critical of using volunteers to relieve the burden on the budget,” warned Sebastian Weinzierl (SPD, non-party) and received support from Christian Nagler (BB).

“We shouldn’t take anything too seriously.” Hermansdorfer said she knew that she was the bogeyman and emphasized: “We will only be able to do the work on a voluntary basis.”

Cuts would also have to be made at the clubs.

For example, the community covered 50 percent of the operating costs for the Country Gringos.

Josef Romir (SPD) suggested that he was in favor of “not paying a flat rate of 50 percent, but rather 15 percent.”

“If we do it the same for everyone, one or two people will have problems,” replied Sabine Stangl (BE), and Manfred Lex (CSU) said: “We mustn’t offend the clubs.

We shouldn’t cut 100 percent, but rather give them the signal that it will go back in the next few years.”

Hermansdorfer then spoke up again and emphasized: “We live beyond our means.

We can only save on voluntary benefits - and not just in 2024. We will have to save even more in 2025." When Ludwig Weinfurtner (CSU) asked how much we needed to save, the manager explained: "At least 60,000 euros, But then we can’t build a fire station, renovate a road and so on.”

When it came to cuts in the cultural sector, for example in the house and farm name signs, Romir burst his collar: “Lansgam is giving me a big headache,” he ranted.

I have no understanding of that.” The mayor said it was “a nice project.”

He suggested turning it into a “normal kindergarten group”.

And the senior trip also came under scrutiny.

The subsidies to clubs such as FC Moosinning and SV Eichenried, to which the municipality pays around 70,000 euros a year, were then extensively discussed.

With the proposed 50 percent reduction, “I can't go along with it from one day to the next,” said Lex. “You have to give the clubs the chance to adapt to it.” Weinzierl also saw it that way: “You have to reduce, but you can Don’t suddenly save 50 percent.” The local councilors agreed to talk to the clubs first before making a final decision.

At the end of the discussion, 600,000 euros had been saved instead of the absolutely necessary 559,000 euros.

“Everyone must be aware that this is only a beginning,” warned Hermansdorfer.

When Christian Nagler (BB) suggested selling the Maier-Wirt site, Lex said critically: “I wonder why we bought it in the first place.

During the subsequent discussion about the asset budget, Hermansdorfer emphasized again: “The budget is geared towards us selling land.

And we have to sell a little bit so that we can balance the budget.” One of the options in question would be an agricultural property that is currently divided between three tenants, the mayor added, before summing up: “These are very drastic decisions.” Finally decided The budget will be discussed at the local council meeting on March 5th.
