Prime Minister Netanyahu today presented at the meeting of the political-security cabinet a document with principles regarding Israel's policy for the day after the war in Gaza.

The document repeats a position voiced by Netanyahu in the past, according to which Israel will maintain operational freedom of action in the entire Gaza Strip indefinitely and will establish a "security zone" in the territory bordering Israel within the Gaza Strip "as long as there is a security need for it."
According to the document, Israel will control the border between the Gaza Strip and Egypt and will operate there "as much as possible in cooperation with Egypt and with the assistance of the United States" to prevent smuggling from Egypt - including through the Rafah crossing.
Another principle in Netanyahu's document is that the Gaza Strip will be completely disarmed - except for weapons that are necessary to maintain public order.
According to the document, Israel will be responsible for supervising the demobilization.

In the document, Netanyahu sets a principle according to which the responsibility for civil administration of the Gaza Strip and public order in the Gaza Strip will rest with "local officials with administrative experience."
According to the document, these elements "will not be identified with countries or entities that support terrorism and will not receive payment from them."
Contrary to Netanyahu's previous statements, in the document he does not explicitly state that the Palestinian Authority will not take part in the administration of the Gaza Strip the day after the war.
Another principle in Netanyahu's document is the implementation of a plan for de-radicalization in all religious, educational and welfare institutions in the Gaza Strip.
Netanyahu writes that this plan will be carried out "as much as possible with the involvement and assistance of Arab countries that have experience in promoting de-radicalization in their territory."
Netanyahu alludes to Saudi Arabia and the United Arab Emirates.
However, these two countries made it clear publicly and in silent messages to Netanyahu that they would not be involved the day after in the Gaza Strip without the involvement of the Palestinian Authority and without Israeli consent to the two-state solution.
Another principle in the document is the closure of the United Nations' Palestinian refugee agency, UNRWA, and its replacement by other international relief agencies.
A new principle that appears in the document and about which Netanyahu did not express himself in the past is that "the reconstruction of the Strip will only be possible after the completion of demilitarization and the beginning of the de-radicalization process.
