The Jean-Moulin Lyon-3 University has decided to refer the matter to the Council of State to contest the decree establishing savings of 10 billion euros announced by Bercy, believing that such a measure should have passed through a vote in Parliament.
It was the president of this university renowned for its Law section, Éric Carpano, who announced it in a press release published Thursday.
The university bases itself on article 14 of the organic law relating to finance laws (Lolf), which stipulates that the
“cumulative amount of credits canceled by decree (...) cannot exceed 1.5% of the credits opened by the finance laws relating to the current year
.
However, according to her, this threshold has been exceeded.
For the establishment,
“education, higher education, research and ecological transition are the main victims of this disengagement of the State”.
The university criticizes
“a manifest error of assessment”
and
“political choices contrary to the interests of young people and the necessary preservation of the climate”
.
The text recording savings of ten billion euros, announced after a downward revision of the French growth forecast for 2024, appeared Thursday in the
Official Journal
.
Jean-Moulin Lyon-3 University immediately initiated the referral procedure to the Council of State.
