– Construction work on the new “OPUS.G” residential area has been in full swing for months, but the Development and Planning Committee (EPA) again dealt with the construction project on Banater Straße at its most recent meeting.
The councils had to examine comments received after the development plans were publicly displayed.
Committee members needed good meat
The councilors and administrative staff had to put in a lot of effort and patience on Tuesday evening.
And this despite the fact that city planning officer Rainer Goldstein only explained the most important points “in brief,” as he said.
According to the city planning officer, the volume of these documents is at least 4.5 centimeters high.
What he finally delivered lasted long enough - almost an hour.
In the end, the mayor did not assume that everyone present fully understood what Goldstein was saying.
“Without wanting to offend any of you,” as he emphasized.

A “microscale climate simulation,” as Goldstein presented, should help answer these questions.
“In the current state, cold air exchange processes do not have a significant contribution to the relatively favorable situation due to the obstacle effect of the existing development,” says the presentation shown by the city planning officer.
“Although the cold air arises in the forest areas and agricultural areas west of the B11 federal highway, it largely comes to a standstill between Banater Straße and Elbestraße.” As this “microscale climate simulation” revealed, “a small-scale, ground-level structural wind system is forming in the planned area.”
According to Goldstein, “no changes are deemed necessary.”
The question of whether the neighborhood becomes a heat hotspot at night was also answered.
Result: It won't.
The lawyer asked questions about the odor emissions from the garbage collection points.
Here it is “not to be expected that there will be a stronger odor than in other residential complexes or parts of the city”.
The lawyer was also concerned about solar radiation in the area.
When tanning, “the optimal lighting conditions could not be achieved in all apartments,” according to the presentation.
Goldstein: “But we are sticking to the plans because living space is needed.” As reported, the Krämmel company is building 770 rental and condominiums in sections on the 4.7 hectare site of the former Lorenz toy company.
Some of the apartments are subsidized by the state housing association BayernHeim on an income-oriented basis.
Work on the project began in summer 2022.
Mayor was upset about the “right-wing jungle”
Even if some councilors had to suppress their laughter during the explanations, it wasn't funny - it was a necessary, bureaucratic process.
“You now have to decide about something that you may not even be able to understand,” said Mayor Michael Müller (CSU) and was upset about this “right-wing jungle”.
These days, such matters are no longer possible without legal assistance.
It is emphasized everywhere that bureaucracy should be reduced, “but it is becoming more and more and there is no improvement in sight,” said Müller.
