From the district council: District committee decides on the spatial program for expansion plans of the district office

2024-02-24T08:12:16.556Z

Highlights: The Unterallgäu district office will need 320 new office jobs by 2042. The new offices are to be built in three phases. The outbuilding, which currently houses the agricultural office, will be demolished and the area will be completely replanned. The agricultural office will then also be housed in the new buildings. Construction work is also planned for the meeting room, which needs to be enlarged because, due to population growth, 70 instead of 60 district council members will be elected in the upcoming local elections.

According to a current forecast, the Unterallgäu district office will need 320 new office jobs by 2042 - in order to bring previously outsourced areas back to the main location and to be prepared for the forecast growth.

Unterallgäu - How many rooms are needed and when is stated in a room program that has now been presented to the district committee of the Unterallgäu district council.

The committee unanimously welcomed the program and decided to prepare an architectural competition on this basis.

This is intended to show how the authority area on Bad Wörishofer Straße in Mindelheim can best be used and what an extension building could look like.

“Unfortunately, we will probably get the increase in staff whether we build or not,” said District Administrator Alex Eder.

Ultimately, accommodating the staff in an extension building is cheaper than renting additional branch offices.

That's why a new building is the better solution.

Three construction phases in the next few years

Since the district office has to handle more and more tasks, the space at the current location has long been insufficient.

Various departments have had to be outsourced in recent years.

A first step to bring this back into the main building was to add a fourth floor to the district office.

“This decision was absolutely right,” Eder looked back.

“But we already knew back then that we had to think about it further.”

With the room program that Rita Helms from the Organization and IT Management Department presented at the meeting, these ideas have now become a little more concrete.

The new offices are to be built in three phases.

If the architectural competition takes place this year and the plans are approved by the district committees, the first construction phase could not be started until 2026 at the earliest, so that the first 62 offices could be occupied in 2027.

The other two construction phases could then follow in 2035 (65 offices) and 2042 (65 offices) – assuming the need for jobs actually occurs as forecast.

It is planned that the outbuilding, which currently houses the agricultural office, will be demolished and the area will be completely replanned for the extension.

The agricultural office will then also be housed in the new buildings.

Construction work is also planned for the meeting room, which needs to be enlarged because, due to population growth in Unterallgäu, 70 instead of 60 district council members will have to be elected in the upcoming local elections.

The architectural competition will show whether the existing hall can be expanded or whether it can be better integrated into the extension building.

Counteract fragmentation

The background to the plans is a current personnel development and space requirements forecast.

The Bavarian Municipal Audit Association (BKPV) had determined that, despite digitalization, 156 additional office jobs will be needed in the district office over the next 20 years.

The BKPV also recommended counteracting the fragmentation of the authority and bringing outsourced areas such as immigration and health offices back to the main location, for which a further 88 jobs would have to be created there.

In addition, there are 76 new jobs that have to be built because the agricultural office building is being demolished.

Rooms in the district office are still provided for the Office for Food, Agriculture and Forestry.

The district youth group, the Mindelheim educational advice center and the school authority should also find space there.

The district youth welfare office, on the other hand, should remain at Mindelheimer Champagnatplatz, as it is expected to continue to grow due to a shift in responsibility.
