Markus Söder had promised to build 10,000 affordable apartments by 2025.

But the numbers speak a different language.

Munich – The long-awaited state initiative for housing construction in Bavaria appears to have largely stalled.

In 2023, BayernHeim, an institution set up by the government specifically for housing construction, was only able to complete 33 apartments in an extensive residential complex in Freising.

This emerges from a response from the Ministry of Construction to a request from the Greens in the state parliament.

At the end of the year, BayernHeim had a total of 267 apartments.

To illustrate: In 2018, Prime Minister Markus Söder (CSU) formulated the goal of building a total of 10,000 affordable apartments throughout Bavaria by 2025.

At least there is already a shell here.

But most of BayernHeim's projects are still in the planning status.

33 apartments instead of 10,000 - Söder's promise before failure?

“Markus Söder is still leaning way out of the window with his promises when it comes to housing construction.

But state housing construction is currently only progressing at a snail's pace.

This is very clear at BayernHeim,” said Jürgen Mistol, spokesman for the Green parliamentary group for housing matters.

The newly built 33 apartments even miss the already modest target of 89 apartments that the Ministry of Construction set in February 2023.

Green spokesman: The majority of Söder's 10,000 apartments only exist on paper

Although Stadibau, the housing construction company for state employees, and the Nuremberg settlement company can boast better numbers of newly built apartments than BayernHeim, they appear rather modest in view of the ambitious goal: Stadibau had 278 new apartments, while the Nuremberg settlement company reported 146 new apartments.

“The announced 10,000 apartments by 2025 - at BayernHeim alone - are becoming increasingly distant,” said Mistol.

The majority of the planned apartments still only exist on paper.

“No one can live there.

Success in housing construction is measured not by words, but by actions.”

Despite delays: Extensive planning is in progress – 28 projects with several thousand units

Nevertheless, Construction Minister Christian Bernreiter (CSU) sees BayernHeim on a successful path: by the end of 2023, almost 8,400 apartments would have been launched, of which almost 1,800 are currently being built, he announced in his 2023 annual balance sheet in mid-January.

In fact, the list of BayernHeim's housing projects is extensive: twelve projects are under construction between Ansbach and Ruhpolding, which corresponds to a total of 1,762 residential units.

There are 28 projects with several thousand residential units in the planning and preparation phase.
