Munich – The long-awaited state initiative for housing construction in Bavaria appears to have largely stalled.
In 2023, BayernHeim, an institution set up by the government specifically for housing construction, was only able to complete 33 apartments in an extensive residential complex in Freising.
This emerges from a response from the Ministry of Construction to a request from the Greens in the state parliament.
At the end of the year, BayernHeim had a total of 267 apartments.

This is very clear at BayernHeim,” said Jürgen Mistol, spokesman for the Green parliamentary group for housing matters.
The newly built 33 apartments even miss the already modest target of 89 apartments that the Ministry of Construction set in February 2023.

“The announced 10,000 apartments by 2025 - at BayernHeim alone - are becoming increasingly distant,” said Mistol.

Nevertheless, Construction Minister Christian Bernreiter (CSU) sees BayernHeim on a successful path: by the end of 2023, almost 8,400 apartments would have been launched, of which almost 1,800 are currently being built, he announced in his 2023 annual balance sheet in mid-January.
In fact, the list of BayernHeim's housing projects is extensive: twelve projects are under construction between Ansbach and Ruhpolding, which corresponds to a total of 1,762 residential units.
There are 28 projects with several thousand residential units in the planning and preparation phase.
