A single round, a barrier, the winner is whoever gets just one more vote, double gender preference is foreseen and split voting is allowed.

These are the characteristics of the electoral law in Sardinia, where consultations for the renewal of the Regional Council and to elect the President of the Region will take place on Sunday 25 February.

There are 60 seats to be assigned, after the split ten years ago which eliminated 20: there are 59 plus the runner-up among the presidential candidates, a rule which in 2014 did not allow Michela Murgia, despite the 70 thousand votes and 10% of the personal preferences, to enter the Chamber in via Roma.

There are eight electoral districts: Cagliari, Carbonia-Iglesias, Medio Campidano, Nuoro, Ogliastra, Olbia-Tempio, Oristano and Sassari.

The total of the constituencies forms the single regional college for the purposes of calculating the votes attributed to the candidates for the office of president and the attribution and distribution of seats between the coalitions and list groups.

In the territorial distribution, which reflects the population, Cagliari is always the most represented with 20 councilors, followed by Sassari with 12. Nuoro, Oristano and Gallura will have 6 each, 4 will be elected in Sulcis, 3 in Medio Campidano and 2 in Ogliastra. 

When voting, it is possible to express a preference for a list and a presidential candidate that are not connected to each other (disjoint voting) and for the second time on the island there will be the possibility of expressing two preferences as long as they are intended for candidates of different genders.

To be elected, the presidential candidate only needs a majority, even a relative one, of preferences. 

The lists linked to the winner will be assigned a calibrated majority prize: 60% of the seats if the president-elect has obtained a percentage of preferences greater than 40%, 55% of the seats if he has obtained a percentage of preferences between 25% and 40%, none below 25%.

The law also provides for a threshold: 10% for coalitions and 5% for loose lists.
