to grant loans to retirees during the government of Alberto Fernández, deputies of The Civic Coalition presented a bill to repeal the decree that enabled the maneuver.
At the same time, the legislators who respond to Elisa Carrió made a request to the
Auditor General of the Nation
(AGN) to investigate the issue.
While at this time they are preparing a presentation before Justice.
Clarín
revealed last Sunday that the apparent
"collection" maneuvers
that the Córdoba leader made visible through an internal audit
generated a mass of $20 billion.
That amount was what Anses paid to an entity of
Banco Nación Seguros
to insure the lives of retirees and pensioners to whom they gave loans in operations in which private firms also participated, with
succulent commissions
, as "coinsurance."
This requirement, that of putting together a policy in favor of the beneficiaries,
was implemented in 2021 under the management of Alberto Fernández
since in the previous ten years the loans had been granted without that modality.

Now,
deputies from the Civic Coalition presented a bill to repeal decree 823/2021
that enabled the contracting of insurance.
The text bears the signature of legislators Juan Manuel López, Maximiliano Ferraro, Paula Oliveto, Victoria Borrega, Marcela Campagnoli and Mónica Frade.
In the recitals, the project highlights that during the government of Alberto Fernández “the obligation was imposed on the National Public Sector to contract insurance services exclusively through Nación Seguros SA, without prior bidding.”
“This measure,
far from promoting competition and transparency in public procurement, consolidated a monopoly in the state insurance sector
, which contradicts the principles of efficiency and transparency that should govern the management of public resources,” they stressed.
The deputies recalled that the decree that justified this measure was framed "as an exception to favor public entities" and resulted, according to the legislators, "in the
consolidation of a monopoly in the state insurance sector
, and facilitated the participation of “private companies such as co-insurers and intermediary brokers in
non-transparent operations
.”

In addition, the text requests the entities of the National Public Sector to review the insurance contracts carried out during the validity of the decree.
At the same time, they sent a note to the president of the
General Auditor's Office of the Nation,
Juan Manuel Olmos, to request "the carrying out of
a special examination in the scope of the entire National Public Sector
whose purpose is all of the insurance contracts entered into." during the validity of Decree 823/2021.”
In the request they ask that “their budgetary, economic, financial, patrimonial, legal and other aspects that they consider relevant be addressed.”
