Bad Tölz - The topic of parking always causes discussions - especially when parking tickets are handed out.

Confusion and annoyance are inevitable if different standards are applied to parking monitoring over time and it is not entirely clear to road users where they are allowed to park and where they are not.

This is the case on Tölzer Annastrasse - at least from the perspective of an affected resident who recently received a parking ticket.

Parking allowed: Owners of vehicles parked halfway on a narrow shoulder on Annastrasse will not receive a ticket.

According to a resident, the regulation is not clear here.

Annastrasse in Bad Tölz: Residents complain about parking tickets

The man from Tölz, who doesn't want to read his name in the newspaper, criticizes: Since the municipal services association (ZVKD) took over parking surveillance in Bad Tölz, the approach has changed.

Parking is now tolerated where Bad Tölz city employees used to hand out parking tickets.

On the other hand, he, who deliberately did not park in the spot in question, recently received a ticket - and he doesn't understand it at all.

Visit to the scene: Annastrasse is a residential street in the Badeteil, which runs between Schützenstrasse and the Badeteil pedestrian zone.

Cars parked on the side of the road are lined up - presumably from residents.

In one section, these are completely on an unpaved shoulder.

A little further on, the shoulder is narrower, so that the cars there have their two left tires on the road.

Parking not allowed: A resident who parked his car in the area along this garage on Annastrasse received a parking ticket.

Criticism of the different approaches of the parking supervisors

The Tölzer, who is now complaining, parked his car a little further away for once: completely on the street, along the wall of a garage.

He was surprised to find a parking ticket on the windshield the following morning.

“I didn’t hinder anyone,” he emphasizes.

The cars that stand on the road with two tires are much more of an obstacle, as it is narrower there.

And it was precisely on this section that one always had to assume that one would get a ticket.

“That’s why at some point nobody stood there anymore – of course, nobody wants to pay 25 euros every time.”

But that changed when the city of Bad Tölz transferred the task of parking surveillance to the ZVKD on April 1, 2022.

Since then, no more parking tickets have been handed out on the shoulder - and it promptly filled up with cars again.

However, the citizen now affected continued to avoid this section and instead stood at the garage - and now has to pay for it.

Zone parking ban in Bad Tölz causes confusion

The reason for the fine is that Annastrasse is in a zone where parking is only permitted in designated areas.

“But it doesn’t say that anywhere other than on a sign at the entrance to Schützenstrasse in front of the tourist information office,” complains the resident.

That is too far away to be clearly understandable for Annastrasse.

And he also asks himself: Are the spaces half or entirely on the shoulder to be regarded as marked parking areas?

At the request of the Tölzer Kurier, Thorsten Preßler, field sales manager at ZVKD, commented on the process.

He does not accept the objection that the signage is unclear.

“The sign at the entrance to Schützenstrasse is clear and completely sufficient,” says Preßler.

It is reasonable for road users to remember that they are still in the corresponding zone on Annastrasse.

It is not permitted to park outside of designated areas.

There are no markings on the asphalt surface in front of the garage.

Uncertainty in Bad Tölz: What is a designated parking space?

However, there is no explicit marking on the narrow side strip either.

“You can see it either way – but we consider this area to be a designated area,” says Preßler.

Since this is a residential area and a 30 km/h zone, there is no reason to apply particularly strict standards here.

Parking does not create any particular danger or bottlenecks.

“In this respect, we are accommodating road users here.” If the situation were more critical, one would contact the city and ask for a change in the markings - which, from Preßler's point of view, is not necessary on Annastrasse.

Preßler cannot say whether the parking supervisors in the city of Bad Tölz used to act differently.

But he doubts it.

For the special purpose association he can say: “We base our approach on that of the police.”
