Because in the background there is a real procurement crime thriller.

The Olching high school has been evacuated and the container settlement has been used as an interim school.

But the renovation of the old building cannot begin.

In Puchheim, old gymnasiums were demolished and replaced with new ones.

It's quite simple: the company from the Puchheimer-Verdruss construction site took part in the awarding process for the work in Olching - and promptly submitted the cheapest offer.

It should be clear: from the perspective of the administration and the district council, it would practically border on madness to hire a company with which you have had extremely bad experiences and with which you are in legal dispute.

The district's veto now rests with the contracting authority.

No matter what the arbitration court decides, further problems are to be expected.

If the company mentioned fails, you have to expect a lawsuit, which in turn leads to delays - delays that are particularly bitter in Olching's case because the district has rented the alternative containers and has to pay for them.

According to Tagblatt-Info, there is also another very big imponderable: If the company with the cheapest offer prevails despite opposition from the district, a lawsuit from the second cheapest bidder can be expected.

According to Tagblatt information, he is convinced that the tender winner's offer is far too cheap ("underbid") and therefore completely unrealistic.

The district is therefore faced with a dilemma – and another annoying construction site with unforeseeable financial consequences.

The current estimates for the renovation of the high school are already at 84 million euros.

Static problems with the containers led to initial delays.

Officially, the district office only wants to confirm that a bidder has submitted an application for review and the matter is now with the public procurement chamber.

An award is currently not possible due to the ongoing proceedings.

The entire procurement process is subject to the principle of secrecy until the contract is awarded.

Four reasons why public building is almost unaffordable

In a more general form, the problem of public building was now also a topic in the district committee of the district council.

Johann Wörle (CSU), member of the building commission, named four reasons under the “Miscellaneous” section as to why building has become so expensive.

One of the reasons is the “primitive construction method” and mediocre architectural achievements 50 years ago.

This old problem is now practically falling on one's feet.

Wörle: “That annoys me the most.”

Another reason for the development, according to Wörle: the high requirements for fire protection and statics.

Only the Pope is apparently still above these demands, said Wörle, not without sarcasm.

Next problem: Procurement law and of course the general, current situation, which cannot be changed.

Wörle raised the question of whether it would not be better to build long-lasting and easy-care buildings instead of building “primitive buildings that are susceptible to repairs”.

In this context, Olching's mayor and SPD district councilor Andreas Magg repeated his doubts about the current decision regarding high schools and quoted Wörle.

“Why did we decide to renovate a 'primitive building'?” Perhaps it would have been better to build new, thought Andreas Magg.

On this issue, however, the district administrator emphasized some time ago that this would have been even more expensive.

It cannot be true that the administration and district council, against their better judgment, are practically forced to hire a company with which they have had the worst experiences.

If a relationship of trust is broken, the district council must have the opportunity to react accordingly.

Procurement law - of course it is justified in principle - reduces itself to absurdity here: it lets the public sector run straight into the open and does nothing about it.

It would definitely make sense if local politicians had more leeway when making procurement decisions than is apparently the case now.

Because practically everyone brings a lot of experience with them.

Be it from their work at the district level or from their work in city and local councils.

Leaving such knowledge unused is negligent.

We wish those responsible for the renovation of the high school good nerves.

Because of course they will be met with scorn, ridicule and criticism - which they do not deserve given the legal procurement framework.
