After the outbreak of the Russian war of aggression against Ukraine, energy prices rose massively.

The members of the district committee were therefore excited to see the energy report to see how much the district had saved.

For many years, the Allgäu Energy and Environmental Center has prepared the energy report for the properties in the Weilheim-Schongau district.

An energy engineer has now been hired directly at the district office, who will work on the topic in-house in the future, said the head of construction and property management at the district office, Philipp Rehm, in the committee.

A total of 18 properties were examined.

Annual consumption is always compared with the so-called base year.

This is the average consumption from 2008 to 2010. If you now compare the consumption in 2022 with that of the base year, you will see that heat consumption has increased slightly by 35 megawatt hours.

Electricity consumption increased by 392 megawatt hours, 15 percent more than in the base year.

More and more area is heated with the same amount of energy

However, this is mainly due to the fact that the district is using more and more space and therefore has to heat and supply it with electricity.

Not least because the new Weilheim vocational school center was added a few years ago.

In the future, we want to show the energy consumption per square meter of used area in order to have really reliable figures from which concrete conclusions can be drawn, said Rehm in the district committee.

You don't have to be an expert to identify the real energy sources among the district office's buildings.

The indoor swimming pool in Weilheim is traditionally in first place.

Although it was closed from January 1st to August 31st in 2022, it is the undisputed first place in heat consumption with 1,653 megawatt hours. Only water consumption fell significantly due to the long closure period.

Over 300,000 euros more energy costs than in the base year

In total, the district used exactly 11,605 megawatt hours of energy for heating and hot water in its buildings in 2022.

Electricity consumption totaled 2,984 megawatt hours in 2022, around 400 more than in the base year.

Incidentally, that is almost twice as much as in 1995 - the widespread technical equipment goes hand in hand with significantly higher electricity consumption.

Due to the increase in energy prices, the costs for heat, electricity and water rose by 23.1 percent to around 1.7 million euros compared to the base year - over 300,000 euros more.

The CO2 emissions caused by the electricity and heat consumption of the district's properties were 1,700 tons in 2022.

That is less than half of the CO2 released into the atmosphere in the base year.

The biggest part of this is, of course, the district's decision made years ago to only use green electricity.

Since then, total electricity consumption has only been included minimally in the statistics at just 105 tons of CO2.

Nevertheless, heating-related CO2 emissions have also fallen due to investments in recent years.

No concrete timetable for energy-efficient renovation of the district buildings

That's why Markus Kunzendorf (ÖDP/Oberhausen) specifically asked in the subsequent debate whether there was a restructuring plan for the district.

Ultimately, the goal still exists that its properties must be managed in a climate-neutral manner from 2035.

Building authority chief Rehm said that there was no comprehensive plan yet, but that individual properties would be looked at step by step.

The first project will be to connect the FOS/BOS in Weilheim to the district heating network.

Klaus Gast (CSU/Weilheim) said he still remembered how he and his colleagues in the tax office were freezing when the federal government ordered the hot water to be turned off in 2022 and offices were only allowed to be heated to a maximum of 19 degrees.

Energy saving requirements were not monitored in the district office

He wanted to know how much the district had saved in this area as a result of these requirements.

“We have 15 office buildings at the district office.

We once issued this as an instruction, but never checked anyone,” replied District Administrator Andrea Jochner-Weiß.

The hot water was switched off in the meantime, but then quickly switched back on, she admitted.

In the end, the savings were rather manageable for this reason.

Karl-Heinz Grehl (Greens/Weilheim) once again asked clearly how long the indoor swimming pool in Weilheim would like to continue to operate in this form.

“A really significant saving factor would be to close the sports center and build something new,” he said.

However, with a view to the district's financial situation, the debate was not continued.
