    According to the NGOs, "heedless of the criticisms already received, the Mase has decided to proceed with the consultation of civil society again and only with another questionnaire: twenty-one open questions (but mostly detailed and addressed, not always in a neutral manner) in relation to different areas of the Pniec , where institutions, private individuals, associations and stakeholders are asked to indicate what they consider a priority to include in the Plan".


    "The questionnaire does not offer a real opportunity to assign a weight and direction to each of the technologies that can contribute to decarbonisation and the energy transition", write the NGOs, and "fails to indicate that many choices have already been made in the update draft presented to the Commission; and with respect that draft fails, here, to request a substantial contribution of vision on the key points for the energy transition, such as the roadmap for the effective phase out of all fossil fuels (including natural gas) which is absolutely absent in this Plan".
