Breathe deeply in the community of Grafrath: The key allocations from the state are significantly higher than expected.
Grafrath – “This helps us a lot, I would even say it saves us,” said Mayor Markus Kennerknecht (independent) at the first of two rounds of budget consultations in the Finance Committee.
The state is transferring 832,000 euros to the community this year.
A quarter of a million euros more than last year.
Kennerknecht had feared that it could even be less than 2023 because the city of Munich has also found itself in a situation that could bring it key allocations again.
The recently decided increase in property taxes for built-up areas also brings the community significantly more money.
Instead of the previous 410,000, it is now 615,000 euros.
And last but not least, in 2023, trade tax revenue of 1.2 million euros was better than the budget estimate of 750,000 euros.
A size that Kennerknecht doesn't want to take into account.
Because the amount in the millions also included additional payments.
“It can also go the other way very quickly, meaning we have to make repayments,” he said.
The 2024 estimate therefore remains at 750,000 euros.
Bürgerstadl puts a strain on the cash register
Despite the unexpectedly good news, there is a need for discussion in the local council about the expenses - especially for the Bürgerstadl.
The deficit in 2024 is expected to be around 171,000 euros.
And over the next three years, an average of around 125,000 euros each.
“I can remember that we once had a deficit of 150,000 euros in three years,” said Arthur Mosandl (Greens).
Around half a million euros in the next four years is too much.
Kennerknecht explained the high deficit with the ongoing renovations, which are not offset by any additional income.
For Mosandl an explanation, but not an apology.
He called for a concept to reduce the deficit again.
Traffic monitoring
Municipal traffic monitoring will probably also be an issue for the local council, although the costs will be significantly lower.
Martin Söltl (BfG) criticized the fact that the expenditure of 25,000 euros was only offset by income of 13,000 euros.
He suggested reducing surveillance.
According to Kennerknecht, this doesn't make sense, as only very few measurement days are scheduled anyway.
He explained that one could “turn the revenue screw”.
For example, if more measurements were taken on the B 471, more traffic violations would probably be punished.
The debate about the asset budget could become more complicated than the administrative budget.
Although the municipality is expecting an increase of 640,000 euros in running costs that will be available for investments, Kennerknecht has already warned that the municipality's liquidity must be kept in mind.
The reason: The income from property sales is not flowing as desired.
The town hall boss wants to report more on this at the next finance committee on March 4th.
