The city of Bad Tölz's budget is still satisfactory this year, but many figures urge caution.

Trade tax has fallen.

Bad Tölz - Johanna Pfund (Greens) spoke up at some point in the finance committee's budget meeting and recalled that four years ago it was already said that the city's financial situation would get worse.

“But it turned out quite well.” Of course, it is always the job of the treasurer’s office to be careful and warn, replied Tölz’s finance director Silke Furmanek.

However, your statements in the first budget consultation made it clear that a vague feeling had now become tangible, objective figures.

And they point out that the Tölz budget situation is deteriorating.

According to Furmanek, growth and income will no longer be able to keep up with the increases on the expenditure side.

This is a trend that can be traced in all budget discussions from the district and district to the state and federal government.

Reserves formed, debt reduced

The current Tölz budget for 2024 is still surprisingly robust.

Which of course - Furmanek emphasized this not only once - is also due to the forward-looking and restrictive financial policy of Tölz in recent years.

It can be summarized as follows: Significant reserves were built up and debt was reduced.

This made it possible to raise nine million euros for the auction of the Maxlweiher areas last year.

Only 1.6 million euros in borrowing were necessary.

The rest was covered by the current budget and reserves.

Furmanek emphasized that “this is an investment in the future that will only come to fruition in 15 to 20 years.”

Trade tax falls

What are these numbers that worry the treasurer's office?

First and foremost, of course, is trade tax.

In 2023 it reached another impressive 12.8 million euros.

The accounting result is even 13.4 million.

But the peak value of 2022 (14.1 million) was no longer reached.

The Franziskuszentrum will be connected to the district heating network this year.

Costs: Around 370,000 euros.

But that's not all: According to Furmanek, the assessment of trade tax already shows a decrease in the tax base amounts.

The treasurer's office has therefore estimated a cautious 11.5 million euros for 2024.

The so-called double effects will no longer have a positive impact in the future.

If tax capacity increases, there are additional payments and higher advance payments.

If it falls, the opposite happens.

Both effects affect the city budget, as Furmanek explained.

Income tax share is a “big chunk”

Three other important figures are among the key figures of the budget: Despite the good economy, the Tölz income tax share only increased by 0.4 percent in 2023.

According to Furmanek, the widely used tax-free inflation compensation payments to employees may be responsible for this.

Furmanek only expects growth of 0.4 percent in 2024.

At 14 million euros, the income tax portion is one of the “biggest chunks” on the revenue side.

That is an impressive 1.2 million less than the previous year.

Overall, small increases in income are offset by strong increases in expenditure.

Example of personnel costs: They will rise by 750,000 euros to 14.2 million euros in 2024 due to the high collective bargaining agreements.

City wants to invest 2 million euros

Third important number: The investment rate, i.e. the money that a municipality generates per year in order to be able to invest it.

In 2024 that will be two million euros.

The positive thing about it: This is more than was calculated in the financial plan, but significantly less than in 2023 (4.6 million).

For the treasury, the minus of 2.6 million can be explained solely by the district levy, which was 1.45 million higher than the previous year (a total of 14.5 million) and the key allocations, which were 1.2 million lower.
