Pähl - The architect couple Sunder-Plassmann earned a lot of “hard work stars” for their extra feasibility study on the Pähler school-town hall issue.

At least that's how almost all visitors to the citizens' meeting in the fully occupied parish and community center judged the surprising possible solution.

Pähl - As Mayor Simon Sörgel explained at the beginning of the event, there is a high level of urgency: the town hall needs more space due to growing administrative tasks, as does the school because of additional classes and the upcoming all-day care.

As is well known, a finished concept for an expensive new town hall building independent of the school expansion ended up in the bin two years ago by referendum.

Which is why two renowned architectural firms were invited to carry out a feasibility study.

The task was a hybrid town hall-school concept at the existing location with a minimal but still sustainable spatial program.

Both planning offices, Bettina and Benedikt Sunder-Plassmann from Utting as well as Roland Irregen and Peter Haberecht from the Penzberg architectural firm B3, independently came to the same conclusion: a sensible renovation of the nested and repeatedly rebuilt town hall could not be realized due to the poor building structure.

Hybrid town hall-school construction may pose problems due to noise pollution

So after the inevitable demolition of the town hall, they designed hybrid new buildings or extensions that meet the space requirements of both the school and administration.

In both designs, classrooms, school administration and town hall offices are directly adjacent or on top of each other, which can lead to conflicts such as noise pollution.

Meetings and weddings under the roof?

First, Mayor Sörgel presented the study by the Sunder-Plassmann office on the hybrid building of the town hall and school, connected by an intermediate building with a staircase and elevator.

As usual, access to the new town hall in the same location is barrier-free from the church square.

Close to the citizens, immediately to the left is the mayor's office with an adjoining meeting room.

On the right, the plan includes a reception area and four administrative offices.

The school on the same level with access from Kirchstrasse will have additional classrooms to the west.

The upper floor serves as an administrative level for both the school and, separately, for the town hall with four offices, a lounge and social rooms.

In the attic there is a foyer and a hall for meetings or weddings, as well as reserve space for administration.

The basement would accommodate the registry, archives, building services and visitor toilets.

The rough cost estimate for this hybrid solution is 5.67 million euros gross, which does not take possible subsidies into account.

Remove the existing town hall in Pähl and build a new one

In the B3 concept, the existing town hall would also be demolished from the edge of the school.

The ground floor of the new building, which has been expanded to the west, is reserved for the town hall with nine offices, mayor's office, meeting and lounge as well as a meeting and wedding room.

Building technology, IT, registry, storage and toilet are provided in the basement.

The entire upper floor of the new building is used to expand the school with an auditorium, classrooms, teachers' rooms and offices for the principal and administration.

The two buildings are connected by a larger intermediate building with a lift and stairwell.

The roughly estimated total costs for this hybrid solution are 7.35 million euros.

The visitors discussed both feasibility studies with pluses and minuses before Mayor Simon Sörgel pulled his ace out of his sleeve: The Sunder-Plassmann office had added another feasibility study to the ordered hybrid concept: the new town hall as a separate building opposite in the current parking lot, whereby the number of current places would be retained.

The foyer and citizens' office on the ground floor would open onto Kirchstrasse.

The first floor serves as an administrative level with the mayor's office, meeting and lounge as well as five offices.

A meeting room is also possible in the attic.

The rough costs for this solution were estimated at 5.9 million euros, although funding was not yet included here.

The advantage of this solution: On the site of the current town hall, the school could have its own extension with a spacious schoolyard.

In addition, the two separate construction phases mean there is no need for expensive interim solutions with containers.

There are concerns that between 350,000 and a million would be “sunk forever” during the approximately two-year construction period.

This third approach to a solution, with a town hall decoupled from “forced marriage,” received the rating “brilliant” from visitors, including teachers and many parents of school-age children.

No wonder there were a lot of “stars” for the creators of this concept.

The “Town Hall School” working group will now focus intensively on the studies and citizens’ assessments.

Mayor Simon Sörgel was optimistic that he would be able to invite him to the groundbreaking ceremony next year.

Wherever: Right next to the school or across the street in the parking lot.
